Gerçekleştirilen bu araştırmanın amacı, kamu yönetiminde sosyal sermayenin düzeyini ortaya çıkarmaktır. Araştırmanın Gaziantep Valiliği’nde yapılması, kamu yönetiminde temel paradigma haline gelmiş olan sosyal norm ve değerlerin var olmasında düzey olarak merkezi yönetim birimi olma düşüncesine dayanmaktadır. Araştırmanın verileri, kamu hizmeti yürüten orta ve üst düzey yöneticilerle yapılan mülakatlarla elde edilmiştir. Bu kapsamda, araştırmada nitel yöntem tercih edilmiştir. Yapılan mülakatlardaki görüşme soruları uzman görüşlerinden yararlanarak şekillendirilmiştir. Araştırma sonucunda, sosyal sermaye bileşenlerinin kamu yönetimine etkisi incelendiğinde; sosyal sermaye değerleri, sosyal sermaye bileşenlerinin yerleşmesi ve kurumsal başarı açısından etkisi olduğu görülmüştür. Araştırmanın bulgularına ait tüm etkiler ayrıntılı bir şekilde değerlendirilmiştir.
The aim of this research is to reveal the level of social capital in public administration. The implementation of the study in the governorship of Gaziantep is based on the idea of being the central administration unit as the level where the social values that have become the basic paradigm in public administration are transferred and gained. The data of the study were obtained through interviews with middle and high level executives carrying out public service. In this context, a descriptive study was conducted in the survey model, and the interview questions were shaped by taking advantage of expert opinions. As a result of the study, the effect of social capital components on public administration; social capital values, social capital components and institutional success. All effects of the findings of the study were evaluated in detail.
