Genel olarak işveren sendikaları işçi sendikalarının sayısının artmasına karşı ortaya çıkmış gönüllü örgütlenmelerdir. Türkiye’de 1947 yılında ilk Sendikalar Kanunu’nun kabul edilmesi işçi sendikaları ile beraber işveren sendikalarının da kurulmalarının yolunu açmıştır. Ancak 1961 yılına kadar münferit birkaç örgütlenme dışında bir işveren sendikalaşmasından söz edilemez. Türkiye’de 1961 yılında sosyal ve ekonomik haklara vurgu yapan yeni bir Anayasanın kabul edilmesiyle işverenler teşkilatlanma ihtiyacı duymaya başlamıştır. 1962 yılında Türkiye İşveren Sendikaları Konfederasyonunun kurulması ve 1963 yılında Sendikalar Kanunu ile Toplu Sözleşme, Grev ve Lokavt Kanununun kabul edilmesi işverenlerin teşkilatlanmalarına hız kazandırmıştır. 1982 yılında yeni bir Anayasanın kabulü ve 1983 yılında söz konusu kanunların değişmesine kadar işveren sendikası sayısı Cumhuriyet Tarihininyüksek seviyesine çıkmıştır. Ancak 1983 yılından sonra bu sayı yarıya kadar düşmüş, 2010 yılı Anayasa değişikliği sonrası 2012 yılındaki mevzuat değişikliğinden sonra da bu seviyeleri korumuştur. 1983 yılından sonra işverenlerin daha az savunma ihtiyacı içinde olmaları hem sayılarının az olmasına hem de sayısal çokluk yerine işlevsellik üzerine kurgulu faaliyet göstermelerine yol açmış görünmektedir.
In general, employers’ unions are voluntary organizations that arise against the increase in the number of workers’ unions. In Turkey, the first Law on Trade Unions was adopted in 1947, which opened the way for the establishment of trade unions along with the workers’ trade unions. However, until 1961, it is not possible to mention the unified unification of a employer except for several organizations. In Turkey, with the adoption of a new Constitution that emphasizes social and economic rights in 1961, employers began to feel the need for organization. In 1962, the establishment of the Turkish Employer Union Confederation and the adoption of the 1963 Law on Trade Unions and the Law on Collective Contracts, Strike and Lockheed gave the speed to the organizations of employers. Until the adoption of a new Constitution in 1982 and the change of the laws in 1983, the number of employers’ unions has risen to the highest level in the Republic’s history. However, since 1983, this number has dropped to half, and it has retained this level after the 2010 Constitution amendments in 2012. Since 1983, the fact that employers are less in need of defence seems to have led to the reduction of their numbers and to the fictional activity on functionality instead of numerous multiplicity.
