Finansal sistemde yaşanan gelişmeler, tasarrufların değerlendirilmesinde farklı alternatifler yaratmaktadır. Bankacılık sektörü bu konuda mali piyasanın en önemli kurumsal yapısını oluşturmaktadır. Bu çalışmada bankaların fon oluşturma işlemlerinde önemli bir yere sahip olan mevduat sertifikalarının Türkiye’ de uygulanabilirliğinin değerlendirilmesi amaçlanmıştır. Yapılan araştırmalar neticesinde mevduat sertifikası kullanan ülkeler ele alınmıştır. Bu ülkelerde farklı uygulama alanları olsa da mevduat sertifikaları genel olarak, banka tarafından mevduat sahibine satılan, borç senedi niteliğindeki piyasa aracı olarak ikincil piyasalarda işlem gören mevduat türü şeklinde ifade edilmektedir. Bu sertifika ciro edilebilirliği nedeniyle el değiştirme hızı yüksek ve aynı doğrultuda piyasayı canlandırma özelliğine sahiptir. Belirli bir süre için paraya erişmeleri gerekmeyen ve riski en aza indirmek isteyen yatırımcılar için iyi bir seçenek sayılmaktadır. Türkiye’de 1980’li yıllarda kısa bir süre uygulanan mevduat sertifikaları yaşanan çeşitli sorunlar nedeniyle 1998 yılında kaldırılmıştır. Mevduat sertifikalarının yeniden uygulanabilirliğinin sağlanması için sağlam bir hukuksal zeminin oluşturulması gerekmektedir.
The developments in the financial system create different alternatives in the assessment of savings. The banking sector forms the important corporate structure of the financial market in this regard. This study aims to assess the applicability of deposit certificates that have an important place in the funding processes of the banks in Turkey. The research was conducted by the countries using the deposit certificate. Though these countries have different fields of application, deposit certificates are generally expressed as a type of deposit that is sold by the bank to the depositor and traded in the secondary markets as a debt-like market instrument. This certificate is carried out with a high hand-changing speed due to its circulability and has the ability to revive the market in the same direction. It is a good option for investors who do not need access to money for a certain period of time and want to lower the risk. In Turkey, the deposit certificates applied for a short period in the 1980s were removed in 1998 due to various problems. A solid legal basis should be established to ensure the re-applicability of deposit certificates.
