The legal regime of the resolutions of the Parliament, given consideration to their power and effect, emerges as an important constitutional problem. The Constitutional Court, taking into account the contents of the resolutions, has consistently characterized them regardless of the characterization of the Parliament and reviewed their constitutionality. The Court characterizes these resolutions by a number of criteria developed by its established decisions. However, considering the Court’s attitude in the cases relating to that subject, it is observed that the Court has contradicting decisions on qualifying the process. This article aims to analyze the Court’s criteria for characterizing parliamentary resolutions and the deviations from these criteria during their implementation in concrete cases before the Court
