Özet:

ÖZ Son yıllarda dünyada görülen coğrafi ve ticari gerilimler, küresel ekonomik büyümedeki yavaşlama ve dünya çapında yaşanan çeşitli krizlere rağmen turizm talebindeki artış her geçen yıl yükselmektedir. Diğer yandan küresel boyutta etkili olan Covid-19 salgını, turizm alanında yeni eğilimleri zorunlu bir şekilde ön plana çıkarmaktadır. Bu nedenle, turizmde ortaya çıkan talebi karşılamak üzere sektörde, ileriye dönük etkili plan ve politikaların yürütülmesine ihtiyaç duyulmaktadır. Ancak, dünyada doğal kaynakların yok olacağına yönelik çeşitli öngörü ve endişeler nedeniyle turizm alanında yapılan planlamaların sürdürülebilir bir yaklaşımla ele alınması gerekmektedir. Bu noktada turizmin gelişimi için sürdürülen faaliyetlerin ülkelerin sahip olduğu imkân ve kaynaklara uygun biçimde yapılabilmesi önem arz etmektedir. Aynı şekilde gerçekleştirilen plan ve politikaların da var olan gerçeklere dayanması verim ve etkinlik açısından önem taşımaktadır. Bu doğrultuda, Türkiye Turizm Stratejisi hedefleri içerisinde bulunan turizm gelişim koridorları, her bölgenin bünyesinde barındırdığı kültürel ve doğal karakteristik özelliklerine göre belirlenmiştir. Çalışmanın konusunu oluşturan Bolu İli, Türkiye Turizm Stratejisi’nde belirlenen Batı Karadeniz Ekoturizm Koridoru içerisinde yer almaktadır. Bu kapsamda, önceden belirlenmiş mevzuat çerçevesinde yerel yönetimlerin sorumluluk alanları dahilinde Türkiye Turizm Stratejisi’nde belirlenmiş hedefler ile Bolu ilinde faaliyete geçirilen uygulamaların hangi noktalarda örtüştüğünün araştırılması amaçlanmaktadır. Bu amaç doğrultusunda, Bolu’daki yerel yöneticiler ile yarı yapılandırılmış soru formu üzerinden görüşmeler gerçekleştirilmiştir. Sonuç olarak, Bolu’da turizmin Türkiye Turizm Stratejisi’ne uygun bir şekilde yapılandırılmasının ve doğa temelli turizm faaliyetlerine yönelik çeşitlendirilmesinin gerekliliği ortaya çıkmaktadır. Buna ilişkin öncelikle bölgenin merkezi konumunun ön plana çıkartılması ve kaynak yapısını oluşturan doğal alanlarının korunarak turizm içinde değerlendirilmesi önemlidir. Ayrıca turizm faaliyetlerinin her bir paydaş ile uyumlu olarak tek bir noktadan yönetilmesinin gerekli olduğu sonucuna varılmaktadır. ABSTRACT Despite the geographical and commercial tensions seen in the world in recent years, the slowdown in global economic growth and various crises experienced worldwide, the increase in tourism demand is increasing every year. On the other hand, the Covid-19 epidemic, which is effective across the world, necessarily brings to the forward new trends in the field of tourism. Therefore, in order to meet this great demand for tourism, there is a need to carry out effective plans and policies in the sector. However, due to various predictions and concerns that natural resources will disappear in the world, planning in the field of tourism should be handled with a sustainable approach. At this point, it is important that the activities carried out for the development of tourism can be carried out in accordance with the opportunities and resources of the countries. The fact that the plans and policies carried out in the same way are based on the existing facts are important in terms of efficiency and effectiveness. In this respect, development zones focused on ecological tourism in Turkey, Tourism Strategy objectives are determined by the cultural and natural characteristics of each region. Bolu province forming the subject of the study, document of Turkey Tourism Strategy 2023 for the West area of the Black Sea zone is located in identified as Ecotourism Corridor. In this context, within the framework of the previously regulations and within areas responsibility of local administrations, it’s clearly aim to survey what points to targets defined and determined in the paper of Turkey Tourism Strategy 2023 and the practices conduct in the province of Bolu overlap. In accordance with this purpose, interviews were held with local administrators in Bolu via a semi-structured interview form. 3 As a consequence, the necessity of structuring emerges tourism in Bolu according to Turkey Tourism Strategy Paper and its diversifying within nature-based tourism activities. In relation this issue, it is important to emerged the central location of region and by protecting natural areas that create the basic structure and evaluate them in tourism. However, it is concluded that necessary to administrate tourism activities from a central point collectively with each stakeholder.
