Abstract Earthquake, which is a natural disaster, causes damage and destruction in cities and people to remain without shelter. In this context, it becomes necessary to solve the shelter problems of people after the earthquake and to ensure reconstruction by removing the wrecks in the collapsed areas. During the reconstruction process, the housing needs of the earthquake survivors are met with temporary residences, and then more durable structures are being used to replace the collapsed ones. In these processes, the strategies implemented by each country differ. The relationship between community contribution and government support are important in the success of these strategies. In this context, in this study, China, Chile and Turkey experienced in the recent past, after the most devastating earthquake, strategies implemented are investigated. Temporary and permanent housing and urban design processes are analyzed comparatively by selecting a city that will set an example for each country’s restructuring strategies. As a result of the analyzes, suggestions for temporary and permanent housing strategies are presented in the post-earthquake reconstruction process. This study aims to present the design decisions to be made within the framework of reconstruction in terms of content, scope and approach, from a possible earthquake to permanent housing. The study is important in terms of examining the issues that need to be implemented before and after possible earthquakes.
