Abstract:

Education is one of the most elements in increasing the welfare level and development of the country. The importance of education is more increasing due to emerging technology, rapidly growing and spreading information, and the changes on social, cultural and economic areas. he change which education brings to the individual is also reflected in the social life and the country's economy. Educational services, which are among the state's social duties, must be presented in a strong and balanced manner. In this study, it is aimed to classification provinces in Turkey according to educational services by Fuzzy Flowsort method. A more flexible model was created by using the fuzzy numbers in the Flowsort method which is one of the Multi Criteria Decision Aid Classification methods. Criteria that could be indicative of educational services were investigated before application; then, the number of students per school, branch, teacher and classroom, and educational expenditure per student in formal education have been reached for each province. The provinces are classified from the best to the worst by taking account into these criteria. To be able to observe the differences more clearly, the obtained classes are colored on the map of Turkey. While a large majority of the provinces in Turkey were found to be in the mediocre class, it was observed that Istanbul, Adana and Gaziantep were below the desired standards in educational service. As a result of the study, the differences between the provinces were analyzed and the results were interpreted. This work provides important information for decision makers at the point of education investments and incentives.
