In this study, it is aimed to classification provinces in Turkey according to educational services by Fuzzy Flowsort method. A more flexible model was created by using the fuzzy numbers in the Flowsort method which is one of the Multi Criteria Decision Aid Classification methods. Criteria that could be indicative of educational services were investigated before application; then, the number of students per school, branch, teacher and classroom, and educational expenditure per student in formal education have been reached for each province. The provinces are classified from the best to the worst by taking account into these criteria. To be able to observe the differences more clearly, the obtained classes are colored on the map of Turkey. While a large majority of the provinces in Turkey were found to be in the mediocre class, it was observed that Istanbul, Adana and Gaziantep were below the desired standards in educational service. As a result of the study, the differences between the provinces were analyzed and the results were interpreted. This work provides important information for decision makers at the point of education investments and incentives.
