The aim of this research is to develop a valid and reliable scale in order to determine teachers’ views with respect to the primary school 2nd grade English curriculum within the scope of illuminative evaluation model. The draft scale having 83 items, which was developed through literature review about illuminative evaluation model and by analyzinga variety of program evaluation studies, was reorganized as having 71 items and four likert-type after specialists’ views. After the applications, the scale was developed exploratory factor analysis and confirmatory factor analysis. In the spring semester of 2013-2014 educational year, 194 teachers for exploratory factor analysis and 154 teachers for confirmatory factor analysis participated to the study, which makes 348 primary school 2nd grade English teachers. Having analyzed the data, it was found that the scale consisted of three factors and 38 items. The names of the factors were determined as ‘views regarding aims and content’, ‘views regarding measurement and evaluation’ and ‘views regarding teaching-learning process and environmental dimension’. Furthermore, internal consistency reliability coefficient levels of scale factors are 0.922; 0,850 and 0.857 respectively
