2000’li yılların başından itibaren gerçekleşen yerel yönetim reformlarının arka planında, halkın ihtiyaçlarına daha hızlı ve etkili cevap verebilecek yeni bir yönetsel yapı ve anlayışın oluşturulması ihtiyacı vardır. Reformlarda, yerelleşmenin ön planda olduğu, hizmetlerin halka yakın birimler tarafından yürütülmesinin daha etkin ve verimli sonuçlar doğuracağı vurgulanan temel hususlardandır. Ancak son yıllarda yerel yönetimlerin görev ve yetki alanında yapılan düzenlemelerde yerelleşmeden çok yerelde merkezileşmenin önünün açıldığı eleştirileri sıklıkla dile getirilmektedir. Bu çalışmada, koalisyon dönemlerinin ardından tek başına iktidara gelen AK Parti hükümeti tarafından Avrupa Birliği üyelik sürecinin de rüzgarıyla özellikle 2000’li yılların başlarında yerelleşme yönünde olumlu adımlar atıldığı ifade edilmektedir. Ancak bu yerelleşme adımlarının süreklilik gösteremediği ve hükümetin ikinci döneminde çeşitli iç ve dış faktörlerin etkisiyle etkinliğini kaybettiği ileri sürülmektedir. Hükümetin ikinci ve üçüncü dönemlerinde yerelleşme yönünde yapıldığı ileri sürülen yerel yönetim reformlarının yerelde merkezileşmeyi doğurduğu vurgulanan hususlardandır. Çalışma kapsamında örnek olay olarak 6360 sayılı Büyükşehir Belediye Kanunu ele alınacak ve yerelleşme-merkezileşme dikotomisi incelenecektir.
In the background of the local government reforms taking place since the beginning of the 2000s, it is necessary to create a new administrative structure and understanding that can respond faster and more effectively to the needs of the people. In the reforms, it is one of the main aspects that is emphasized that localization is in the forefront and that the performance of services by public entities will produce more effective and efficient results. However, in recent years, local governments have often expressed criticisms that the priority of centralization is open to localization in the field of mandate and authority. In this study, it is stated that the AK Party government, which came to power alone after the coalition periods, has taken positive steps in the direction of localization, especially in the early 2000s, with the wind of the EU membership process. However, it is claimed that these stages of localization have not shown continuity and that the government has lost its effectiveness in the second period due to the influence of various internal and external factors. The second and third periods of local governance reforms led to local centralization are one of the emphasized aspects. In the framework of the study as an example event, the Metropolitan Municipality Law No. 6360 will be addressed and localization-centralization dicotomy will be examined.
In the background of local government reforms from the beginning of 2000’s, there is a need for a new administrative structure and understanding that can respond to the needs of the public more quickly and effectively. In terms of local government reforms, both giving particular importance to decentralizaton and operating services by units close to the public create efficient and effective results. On the other hand, paving the way for centralization in the local is frequently expressed rather than decentralization in regulations on the duties and authorities of local governments in recent years. Positive steps towards decentralization especially in the mid of 2000s is pointed out through wind of both JDP which is came to power alone after coalition governments and the EU membership process in this study. However, it is emphasised that these decentralization steps had lost their effectiveness due to various internal and external factors in the second and third period of the government.
