Sosyal belediyecilik anlayışıyla, belediyeler yerelde sosyal devletin adalet ve eşitliği sağlama işlevini yüklenmektedir. Sosyal belediyeciliğin yaşlılığa bakışı, yardım ve bakımdan aktif yaşlanma, yerinde yaşlanma çalışmalarına yönelmiştir. Bu çalışmada İstanbul, Ankara, İzmir, Bursa ve Antalya büyükşehir belediyelerinin 2013 ve 2017 yılı faaliyet raporlarında yaşlı hizmetlerine ilişkin veriler değerlendirilmektedir. Araştırma yönetimi olarak içerik analizi kullanılmıştır. Faaliyet raporlarının yıllar itibari ile farklı formatta yazılması ve yıllar itibariyle hizmetlerin çeşitlenmesi sayısal değerlendirmesini güçleştirmiştir. Türkiye’de yaşlı nüfus artmasıyla sorunların çeşitlenmesi, belediyelerin hizmetlerine de yansımıştır. Raporlarda, dünyanın yaşlanan ülkelerinde olduğu gibi aktif ve yerinde yaşlanma politikalarının yerel uygulama örnekleri izlenmiştir. Ancak çalışmaların sistemli olmayışı, proje bazlı yürütülmesi, bir sonraki yıla aktarılamaması en önemli sorun olarak görülmüştür. Aktif ve yerinde yaşlanma politikaların merkezi yönetim tarafından yerelde uygulanması güç ve maliyetli olmasına karşın, merkezi yönetim odaklı tasarımı, yerelde belediyelerin deneyimlerini sürdürülebilir kılmamaktadır. Yaşlılara bulunduğu çevrede güvenli, erişilebilir hizmet tasarımının yerele özgü oluşturulması, merkezi yönetimin bakım yükünü de azaltacaktır.
With the concept of social municipality, the municipalities are charged with the function of ensuring justice and equality of the social state in the local. The social municipality’s view of aging, assistance and care actively aging, has been directed to the work of aging in place. This study evaluates the data related to the senior services in the 2013 and 2017 activities reports of the Istanbul, Ankara, İzmir, Bursa and Antalya metropolitan municipalities. Content analysis is used as research management. The writing of activities reports in different formats over the years and the diversification of services over the years have made it difficult to evaluate numerically. In Turkey, with the increase in the ageing population, the diversity of problems reflected in the services of the municipalities. The reports have followed examples of local implementation of active and local aging policies as in the ageing countries of the world. However, the lack of systemic work, the project-based execution, the failure to be transferred to the next year, was considered the most important problem. Although the local implementation of active and local aging policies by the central administration is strong and expensive, the central management-oriented design does not make the local municipalities’ experiences sustainable. Creating a local-specific, secure, accessible service design in the environment for the elderly will also reduce the maintenance burden of the central administration.
