The research aims to discuss the regulation of selecting and assigning managers/ principals to educational institutions affiliated to the Ministry of National Education, which was published in the Official Paper on February 5th 2021. With the research, the current situation regarding the method of selecting and assigning managers/principals to secondary education institutions (secondary school, high school) affiliated to the Ministry of National Education will be determined and a model proposal will be presented in accordance with the data. In the study, which was designed in the descriptive survey and survey model, which is one of the quantitative research methods, 351 participants selected by random method were included in the research sample. The data of the research were obtained from the education managers, school principals and teachers of secondary education institutions in Bahcelievler, Esenler, Gungoren and Sisli in Istanbul. In the study, it was determined that the gender of the participants had an effect on the attitude of being a manager/principal and on managerial abilities and competence levels. Female participants think that individuals should have higher level skills and to be principals. It has been determined that the attitude of being a manager, the criteria for assigning a manager, managerial abilities and competence levels differ according to professional seniority levels. The research revealed that the increase in professional seniority reduces the enthusiasm to be a manager. The study revealed that when participants' attitudes towards being a manager/principal increase, their managerial abilities and competence criteria will also increase. With the research, it was concluded that the interview exams that will measure the communication skills of the manager candidates are necessary and the quality should be increased. Based on the results of the study, an application-oriented model proposal was presented for policy makers.
