Türk yazı dilinde ilk kaynak olarak kabul edilen Orhun Abideleri ve takiben Kutadgu Bilig gibi diğer önemli eserlerde yöneticilerde olması gereken vasıflar belirtilmiştir. Türk devlet geleneği ve yaşam kültüründe bulunan kahramanlık, cesaret, merhamet, cömertlik, dindar ve ilim sahibi olma gibi vasıfların yanı sıra adeta kutsal bir zemine oturtulan adalet ve adaletli olma gibi kavramlar dönem şairlerinin mesnevī ve kasīdelerinde yer almıştır. Çağatay Türkçesi döneminde Nevayî, Lütfî, Sekkākî, Hüseyin Baykara, Şîban Han, Babür, Gedaî gibi bir çok şair ve yazar, eserlerinde yaşadıkları dönemi tüm yönleriyle anlatmaya çalışmışlardır.Türk devlet ve siyāset geleneğinde yöneticiliğin kutsal bir görev olduğu ve yönetenlerde bulunması gereken vasıflar bu dönemde yazılmış eserler vasıtasıyla da ortaya konulmuştur.
In the Turkish writing language, the first source of the Orhun Abideleri and subsequently the other important works such as Kutadgu Bilig have been specified the qualities that should be in the managers. In the period of Çağatay Türkçesi Nevayî, Lütfî, Sekkākî, Husseyin Baykara, Şîban Han, Babür, Gedaî, many poets and writers have tried to explain the period they lived in their works with all aspects. In the Turkish state and political tradition, the leadership is a sacred task and the qualities that should be found in the governors have also been revealed through the works written in this period.
