Son yıllarda tüm dünyada olduğu gibi Türkiye’de de öğretmenlik mesleğinin statüsünün kaybı eğitim alanında en çok konuşulan konuların başında gelmektedir. Öğretmenlerin ekonomik gelirinin az alması, öğretmenlere duyulan saygının azalması, öğretmenlerin çalışma koşulları gibi birçok neden öğretmenlik mesleğinin statüsünün azalmasına neden olmaktadır. Bu nedenle öğretmenlik mesleğinin statüsünü yükseltmek için bir takım iyileştirmeler yapılmaktadır. Bu iyileştirmelerin başında da geleneksel kariyer modellerinin terk edilerek daha çok performans odaklı öğretmen kariyer basamakları uygulamalarına geçiş yer almaktadır. Araştırmada, Türkiye’de öğretmenlik kariyer basamaklarının geçmişten günümüze gelişimi ele alınarak 2022 yılında yayımlanan “Öğretmenlik Meslek Kanunu” (ÖMK) ve “Aday Öğretmenlik ve Öğretmenlik Kariyer Basamakları Yönetmeliği” (ÖKBY)’nin kariyer basamakları açısından değerlendirilmesi amaçlanmıştır. Araştırmada nitel araştırma yöntemlerinden birisi olan doküman analizi kullanmıştır. Öğretmenlik meslek kanunu ve yönetmeliği öğretmenlik kariyer basamakları açısından; başvuru şartları, muafiyet, kazanımlar ve değerlendirme başlıkları altında betimsel analiz ile incelenerek yorumlanmıştır. Öğretmen performansından daha çok hizmet yılına göre oluşturulması, lisansüstü eğitimi teşvik etmemesi, eğitim programlarının öğretmenlerin mesleki bilgi ve becerilerini geliştirmekten uzak olması yönetmeliğin olumsuz yönleriyken; ek gösterge ve tazminatlar konusunda yapılan düzenlemeler, uzman öğretmenlere ve başöğretmenlere bir derece verilmesi, kontenjan sınırının olmaması, özel okullarda ve diğer özel öğretim kurumlarında çalışan öğretmenleri de kapsaması yönetmeliğin olumlu yönleri olduğu sonucuna ulaşılmıştır. Gelecekte yapılacak düzenlemelerle yönetmeliğin eksik olan bölümleri tamamlanarak öğretmenlik meslek statüsünün gelişmesine katkı sağlanabilir.
In recent years, as in the world, the loss of the status of the teaching profession in Turkey is the top of the topics most discussed in the field of education. The reduction in teachers' economic income, the reduction in respect for teachers, and many reasons, such as teachers' working conditions, cause the decline in the status of the teaching profession. Therefore, a number of improvements are made to improve the status of the teaching profession. At the beginning of these improvements, the transition to the practices of more performance-focused teachers’ career stages is also about leaving traditional career models. The research aims to evaluate the development of teaching career stages in Turkey from the past to the present in terms of the career stages of the "Teacher's Professional Law" (ÖMK) and "Aday Teaching and Teaching Career Stages Regulation" (ÖKBY) published in 2022. It used document analysis, which is one of the qualitative research methods. The teaching profession law and regulations are interpreted by examining the teaching career stages with visual analysis under the application requirements, exemptions, achievements and evaluation titles. The creation of more than teaching performance according to the year of service, not promoting postgraduate education, the distinction of educational programs from developing teachers' professional knowledge and skills are negative aspects of the regulation; the arrangements on additional indicators and compensations, the award of a degree to specialized teachers and teachers, the absence of a limit of capacity, the coverage of teachers working in private schools and other private teaching institutions are positive aspects of the regulation. With the arrangements to be made in the future, the completion of the missing sections of the regulation can contribute to the development of the teaching profession status.
In recent years, the declining status of the teaching profession in Turkey, as in the rest of the world, has been one of the most widely discussed issues in the field of education. Many reasons such as the low economic income of teachers, the decrease in respect for teachers, and the working conditions of teachers cause the status of the teaching profession to decrease. For this reason, some improvements are being implemented to improve the status of the teaching profession. One of these improvements is the abandonment of traditional career models and the transition to more performance-oriented teacher career ladders practices. In this research, the development of teaching career ladders in Turkey from past to present was handled and the “Teaching Profession Law” and “Regulation on Candidate Teaching and Teaching Career Ladders" published in 2022 were analysed in terms of career ladders. Document analysis, one of the qualitative research methods, was employed in the research. The teaching profession law and regulation were analysed and interpreted in terms of teacher career ladders under the headings of application conditions, exemption, achievements and evaluation through descriptive analysis. While the negative aspects of the regulation are based on years of service rather than teacher performance, the failure to encourage post-graduate education, and the training programs being far from improving teachers' professional knowledge and skills, the positive aspects of the regulation are the regulations on additional indicators and compensations, the granting of one degree to expert and head teachers, the no quota limit, and the inclusion of teachers working in private schools and other private education institutions. Future regulations can contribute to the improvement of the status of teaching profession by completing the missing parts of the regulation.
