Kamu yönetimlerinin değerlere dayalı bir işleyiş sergileyerek kamu hizmetlerini sunabilmeleri açısından kamuda “ahlakilik” çıtasının yükseltilmesine katkı sunacak olan “etik yönetim gerekliliklerinin” yerine getirilmesi temel bir zorunluluktur. Bugün OECD gibi uluslar arası kuruluşların ülkelerin kamu yönetimlerinde kamu dürüstlüğünün ve bu bağlamda etik yönetim anlayış ve kültürünün gelişmesi için önerdikleri “etik altyapı” veya “kamu dürüstlüğü stratejisi” gibi yönetim çerçeveleri, sundukları vizyonla günümüz kamu yönetiminde karşılaşılan sorunları çözmede önemli bir rehberlik desteği sağlamaktadır. Ancak, etik yönetimin “kültürel” boyutu dikkate alındığında ülkelerin kültürel kaynaklarında mevcut olan kadim bilgilerin gün ışığına çıkarılması da kamu yönetiminde etik sorunlara çözüm bulmayı hedefleyen uluslar arası yaklaşımların yerel düzeyde tutarlılığını ortaya koymada ve iyi uygulama modellerini geliştirmede yol gösterici olacaktır. Etik yönetim gerekliliklerinin kültürel zemininin ortaya konulmasında günümüz ve gelecek insanına kılavuzluk edecek olan ve kadim bilgi kaynakları arasında yer alan eserlerden birisi de Büyük Selçuklu Devleti Veziri Nizamülmülk’ün “Siyasetname” adlı eseridir. Bu eser, okuyucusuna sunduğu iyi yönetim esaslarıyla aynı zamanda etik yönetimin güçlendirilmesine yönelik yeni anlayışların gelişmesine de katkı sunmaktadır. Günümüzdeki kurumsal ve kavramsal değişimlere rağmen eserin, genel anlamda OECD’nin geliştirmiş olduğu yönetim çerçevelerine karşılık gelen tavsiyeler içerdiğini söylemek mümkündür. Bu nedenle çalışmamızın amacının zengin kültürel kaynaklarımız arasında ayrıcalıklı bir konuma sahip olan Nizamülk’ün Siyasetnamesi’nde etik yönetim gerekliliklerine dair yönetim tavsiyeleri hakkında farkındalık artırmak olduğunu ifade edebiliriz.
It is a fundamental obligation to meet the “ethical management requirements” that will contribute to the upgrade of the “ethical” output in the public in view of the public administration’s ability to offer public services by showing a function based on values. Today, the management frameworks such as the “ethical infrastructure” or “public integrity strategy” that international organizations such as the OECD propose for the development of public integrity in the public administration of countries and ethical governance in this context, provide a significant guidance support in solving the problems faced in today’s public administration with the vision they offer. However, taking into account the "cultural" dimension of ethical governance, the highlight of the ancient information available in the country's cultural resources will also be a guide to the coherence of international approaches aimed at finding solutions to ethical problems in public administration at the local level and to develop good practices. One of the works that will guide the people of today and the future in the discovery of the cultural background of the ethical governance requirements and that is among the ancient information sources is the work of the Great Selçuklu State Veziri Nizamülmülk's "Political Name". This work contributes to the development of new concepts for strengthening ethical management with the good management principles it offers to the reader. Despite today’s corporate and conceptual changes, it is possible to say that the work contains advice in general that corresponds to the management frameworks developed by the OECD. Therefore, we can express that the purpose of our work is to raise awareness of the management advice on the ethical management requirements in the Political Name of Nizamülk, which has a privileged position among our rich cultural resources.
It is a fundamental necessity to carry out the requirements of ethical management that would enhance the morality level of public management in order to deliver value oriented public services. Today, management frameworks such as “ethical infrastructure” or “public integrity strategy” identified and suggested by OECD provide countries valuable guiding support to overcome today’s public management problems through the vision they give us. However, by considering the “cultural” dimension of ethics management, bringing the ancient knowledge available in countries’ cultural resources to daylight, would help countries prove the consistency of international approaches aiming at finding solutions to their ethical problems of public managements at local levels; and develop best practise management models. “Siyasetname” is the masterpiece work of Nizamülmülk, the Vizier of Great Seljuk State. It is one of our valuable ancient knowledge resources and guides today’s and tomorrow’s people in terms of identifying and establishing the cultural foundations of ethics management requirements. It makes contributions in development of new understanding to strengthen the ethical managements through the essentials and recommendations on “good management” it includes. Despite the institutional and conceptual evolutions in today’s world, Siyasetname still includes recommendations corresponding to the management frameworks developed by OECD in general. Thus, the purpose of this paper is to raise awareness about the management recommendations of Nizamülmülk’s Siyasetname, which has a privileged position among our rich cultural resources, regarding to ethics management in public sector.
