Turizm, ülke ekonomileri üzerinde sahip olduğu doğrudan ve dolaylı etkileri nedeniyle dünyada önemli bir sektör olarak kabul edilmektedir. Ülkelere döviz girdisi sağlayarak ödemeler bilançosundaki cari işlemler dengesinin sağlanmasında da önemli rol oynamaktadır. Turizm, hizmet sektörü niteliği taşıdığı için emek yoğundur. Bu nedenle istihdamı arttırarak işsizliğin azalmasında etkili olması beklenmektedir. Sektörün gelişimi, istihdamı arttırmasının yanında ekonomide üretim ve tüketim artışını da sağlamaktadır. Uluslararası kültürel ve sosyal etkilere de sahip olması nedeniyle ülkeler arası iletişimi sağlayarak ülkelerin dış dünyaya tanıtılmasına katkı sağlamaktadır. Gelişimi sürekli ilerleme sağlayan turizm sektörü ülkelere sağladığı ekonomik katkılar nedeniyle pek çok ülke tarafından giderek daha da önemli bir sektör haline gelmektedir. Sektör daha önceleri basit bir iktisadi faaliyet olarak görüldüğü için Türkiye’deki gelişimi de 1940’lı yıllarından sonra başlamıştır. Gelişmekte olan birçok ülke gibi Türkiye'de de turizm sektörünün gelişmesi ekonomik büyüme hedeflerinin gerçekleşmesi açısından önemli bir rol oynamaktadır. Bulunduğu coğrafya itibariyle önemli turistik alanlara sahip olan Türkiye’de özellikle 1980’li yılların sonrasında turizmde çok önemli gelişmeler yaşanmış, sektörün çeşitli düzenlemelerle gelişimi ve korunması sağlanmaya başlanmıştır. Alınan koruma tedbirleri, turizmi teşvik için çıkarılan düzenlemeler, tanınan istisna ve ayrıcalıklarla gelişimi sağlanan turizm sektörünün ekonomik durgunluk ve darboğaz dönemlerinde ekonomiye sağladığı katkılar da açıkça görülmüştür. Bu bağlamda Türkiye'de turizm gelirleri ve cari işlemler dengesi arasındaki ilişkinin analiz edilmesi sektörün gelişimine yönelik politika önermek için önem arz etmektedir. Bu çalışmada, Türkiye'de 2003-2018 döneminde turizm gelirlerinin cari işlemler dengesi üzerindeki etkisi analiz edilmiştir. Bu amaç doğrultusunda Türkiye’de turizm geliri ile cari işlemler dengesi arasındaki nedensellik ilişkisini incelemeden önce kullanılan değişkenlere ait serilere Genişletilmiş Dickey-Fuller ve Phillips-Perron birim kök testi yapılmıştır. Çalışmada 2003:1-2018:4 dönemi çeyrek yıllık verileri kullanılmıştır. Turizm geliri ile cari işlemler dengesi arasındaki nedensellik ilişkisi VAR Granger Nedensellik testi kullanılarak yapılmıştır. Elde edilen sonuçlara göre değişkenler arasında iki yönlü bir nedensellik ilişkisi bulunmuştur. Bu sonucu VAR modeli yardımıyla yapılan Etki-Tepki ve Varyans Ayrıştırma Analizlerinden elde edilen bulgular desteklemektedir.
Tourism is considered a major sector in the world due to its direct and indirect impacts on the country’s economies. It also plays an important role in ensuring the balance of currency transactions in the payment balance by providing currency entries to countries. Tourism is hard because it carries the quality of the service sector. This is why it is expected to increase employment by reducing unemployment. The development of the sector, in addition to the increase in employment, also ensures the increase in production and consumption in the economy. Because of its international cultural and social influences, it contributes to the promotion of countries to the external world by providing inter-national communication. The tourism sector, which continuously advances its development, is becoming an increasingly important sector by many countries due to its economic contribution to the countries. Since the sector was previously seen as a simple economic activity, its development in Turkey began after the 1940s. As in many developing countries, the development of the tourism sector in Turkey also plays an important role in achieving economic growth goals. In Turkey, which has important tourist areas according to its geography, especially after the 1980s there have been very significant developments in tourism, the sector has begun to be developed and preserved by various regulations. The safeguard measures taken, the arrangements made to promote tourism, the advancement of the tourism sector with recognized exceptions and privileges has also been clearly seen as the contribution to the economy in the periods of economic stagnation and degradation. In this context, the analysis of the relationship between tourism revenues in Turkey and the balance of trade transactions is important to suggest policy towards the development of the sector. In this study, the impact of tourism revenues in Turkey in the period 2003-2018 on the balance of trade transactions was analyzed. According to this purpose, in Turkey, the causality relationship between tourism income and the balance of carriage transactions was studied before the series of variables used was expanded Dickey-Fuller and Phillips-Perron unit root test. The study used quarter-year data for the 2003:1-2018:4 period. The causality relationship between tourism income and the balance of charity transactions was made using the VAR Granger Causal Test. According to the results obtained, there was a two-way causal relationship between the variables. This result supports the findings obtained from the Effect-Tepki and Variance Separation Analysis made with the help of the VAR model.
Owing to its direct and indirect effects on national economies, tourism is accepted as an important sector in the world. By providing foreign currency input to countries plays an important role in maintaining the current account balance in the balance of payments. Tourism is a labor-intensive sector as it is a service sector. Therefore, it is expected to be effective in decreasing unemployment by increasing employment. The development of the sector not only increases employment but also increases production and consumption in the economy. As it has international cultural and social effects, it contributes to the promotion of countries to the outside world by providing communication between countries. The tourism sector, whose development is continuously progressing, is becoming an increasingly important sector by many countries due to the economic contributions it provides to countries. As previously seen simply as a sector of economic activity, the development in Turkey began after the 1940s. The development of the tourism sector plays significant role in the realization of economic growth in Turkey too, like other many developing countries. In Turkey, which has important tourist areas as geography in particular experienced very significant development in tourism after the 1980s, development and protection of the sector has started to be ensured by various regulations. The contribution of the tourism sector, which was developed with the protection measures, the regulations issued for the promotion of tourism, the exceptions and privileges granted to the economy during economic recession periods, was also clearly seen. In this context, the relationship between tourism income and the current account balance t is important to propose policies for the development of the sector. In this study, the effect of tourism revenues on current account balance in Turkey during the period 2003-2018 was analyzed. For this purpose, before examining the causality relationship between tourism income and current account balance, Augmented Dickey Fuller and Phillips Perron unit root tests were applied to the series of variables used. 2003:1-2018:4 quarterly data is evaluated. The causality relationship between tourism income and current account balance was constructed by performing VAR Granger Causality test. According to the results, a two-way causality relationship was found between the variables. This result is supported by the findings obtained from Impulse-Response Analysis and Variance Decomposition Analysis conducted with the Var model.
