Çanakkale İli Biga İlçesinde süt üreticiliği önemli bir tarımsal faaliyettir. İlçenin toplam hayvansal üretim değeri içerisinde süt üretiminin payı %55,0 civarındadır. Bu araştırmanın amacı Biga İlçesindeki üreticilerin sütçülük politika ve desteklerine bakış açısının incelenmesi, bu politikalardan faydalanma düzeylerinin tespiti, bu politikalar hakkındaki bilinç düzeyinin incelenmesidir. Araştırmadan elde edilecek sonuçlarla uygulamada olan politikaların aksayan yönlerinin tespiti ve bu konuda karar alıcı ve politika yapıcılara bilgi sağlanması hedeflenmektedir. Araştırmada Biga ilçesinde süt üretiminin en yüksek, orta düzeyde ve en az olduğu köyler seçilmiş ve seçilen bu köylerde kooperatif üyesi olan süt üreticileri ile tam sayım yöntemiyle anket yapılmıştır. Üreticilerin sosyo-ekonomik durumlarını, özelliklerini, hayvancılık desteklerinden faydalanma durumlarını ortaya koymak amacıyla temel tanımlayıcı istatistikler kullanılmıştır. Üreticilerin örgütlenme durumu, faydalandıkları desteklemeleri ve bunlardan memnuniyet derecesini belirlemek üzere Likert ölçeği kullanılmıştır. Mevcut hayvancılık desteklerinden faydalanma durumlarını etkileyen faktörler ise “Lojistik Regresyon” yöntemi ile analiz edilmiştir. Elde edilen bulgulara göre genç ve kadın üreticilerin mevcut kırsal kalkınma politikaları çerçevesinde hayvancılık yapmaları konusunda desteklenmeli ve teşvik edilmelidir. Anket yapılan üreticilerin tarımsal örgütlenmeye bakış açısı ve memnuniyet düzeyi tarımsal örgüt faaliyetlerindeki sürekliliğin korunması gereğini ortaya koymuştur. Ayrıca tarımsal kalkınma kooperatiflerinin yanı sıra diğer örgütlenme modellerinin, özellikle tarımsal üretici birliklerinin etkinleştirilmesi önemlidir. Üretici geliri ile ilgili bulgular incelendiğinde tarımın diğer sektörlerine göre süt hayvancılığından elde edilen gelir daha yüksektir. Dolayısıyla bölgede süt işleme tesislerinin artırılması ile ortaya çıkacak katma değer artışı üretici gelirini daha da artıracaktır. Ayrıca üreticilerin hayvancılık politikaları konusunda farkındalığını ve bilinç düzeyini artıracak faaliyetler, politika yapıcı ve karar alıcıların üretici bakış açısından yararlanarak uygulamadaki politikaları iyileştirmesine yardımcı olacaktır.
Milk production is an important agricultural activity. The share of milk production in the total animal production value of the district is about 55,0%. The purpose of this research is to study the view of the producers in the Biga District’s milk policy and support, to determine the levels of benefit from these policies, to study the level of awareness about these policies. The objective of the research is to identify the disadvantaged aspects of the policies that are implemented with the results to be obtained and to provide information about this to decision makers and policy makers. In the study, the villages with the highest, medium and lowest milk production in the Biga district were selected and selected in these villages with the milk producers who are cooperative members were surveyed with the full number method. Basic identifying statistics have been used in order to reveal the socio-economic conditions, characteristics, and conditions of benefit from animal support. The Likert scale has been used to determine the organizational status of producers, the support they benefit from and the degree of satisfaction from them. Factors affecting the conditions of benefit from existing animal support have been analyzed by the "logistic regression" method. According to the findings obtained, young and female farmers should be supported and encouraged to do livestock within the framework of existing rural development policies. The survey showed the viewpoint and satisfaction of the farmers to the agricultural organization and the need to preserve continuity in the activities of the agricultural organization. It is also important to activate agricultural development cooperatives and other organizational models, especially agricultural producer unions. When the findings related to producer income are studied, the income from dairy farming is higher than the other sectors of agriculture. Therefore, the added value increase that will arise with the increase of milk processing facilities in the region will further increase the producer’s income. Activities that will also increase producers’ awareness and level of awareness about animal policy will also help policy makers and decision makers improve their policies in their implementation by taking advantage of the producer’s perspective.
