Abstract:

The IPARD Programme is a component of the European Union’s Instrument for Pre-Accession Assistance (IPA) for Rural Development, which is created for candidates and potential candidates in the EU’s OTP framework and is a part of the European Union’s Instrument for Pre-Accession Assistance. The "Rural Development Programme" which the European Commission and the country jointly conduct in the multi-year development strategy of the Turkish economy is referred to as an important program that covers the period 2014-2020. In this context, the financial support offered by IPARD is inevitable to reflect the macroeconomic impact of the foreign trade in the country’s agriculture continues with the rural development instrument from employment to GSMH in the current and new policy practices. Therefore, the investigation of the impact of IPARD on agricultural exports in Turkey constitutes the purpose of this study. The impact of the support provided in the framework of the EU Agricultural and Rural Development Support Programme (IPARD) on Turkish agricultural exports is analyzed by structural break-through econometric tests through the 2013/1 - 2016/12 monthly data. According to the Gregory-Hansen single-breaking integration test results, a long-term relationship between the series has been seen and according to the FMOLS estimates, the increase in IPARD support has a positive impact on Turkish agricultural exports. Hackers-Hatemi Cause Test results showed one-way causal relationship from agricultural exports to IPARD supports.

Abstract:

The IPARD program is the Rural Development component of the Instrument for Pre-Accession Assistance (IPA) for the candidate and prospective candidate countries in the Union's membership under the European Union's Common Agricultural Policy. Turkey's economy multifaceted development strategy of the European Commission and carried out by our partner countries, "Rural Development Program" is. It is known as an important multi-year program covering the period from 2014 to 2020. In this context, it is inevitable that the economic impact of the financial support offered by IPARD will reflect on existing and new policy implementations. In the study the EU support program for agricultural and rural development (IPARD) on Turkey's exports of agricultural subsidies provided within the framework of 2013/1 - 2016/12 should structural break out quarterly data are analysed by econometric tests. According to the Gregory-Hansen with one structural break cointegration test results, there was a long-lasting relationship between the series. According to forecasters FMOLS also positively the increase in IPARD was concluded that the influence of Turkey on agricultural exports. Hacker-Khatami causality test results in the one-way causal relationship have been shown to support agricultural exports from the IPARD.
