The Ombudsman actually is a complaint mechanism that both supports and protects citizens against human rights violations and the poor management practices of public administration. In this regard, a citizen who has suffered injustice in a matter relating to public administration can be applied to the ombudsman to solve the problem. However, there are beneficial aspects of the ombudsman for public administration. Ombudsman institution improves efficacy and efficiency of public administration. It stops an intermediary between public administration and citizens. Especially after the Second World War the Ombudsman has become a democracy project, which depends on the development of a form democracy, human rights and the rule of law. This study is based on an analysis of the Russian Federation as an example for the ombudsman institution in Europe. Likewise, ombudsman is available to determine the position on the Russian public administration and democracy objectives of the Russian Ombudsman explained by institutional and structural-functional aspects. For this reason, in the last part, there are explanations and evaluations linking the Russian Ombudsman and democracy. In this study, it is preffered a descriptive analysis starting from various scientific and objective source in Turkish and English as the method.
