Abstract:

In this study, a literary scan of the impact assessment work on R&D and innovation support was carried out. For this purpose, studies on this subject were carried out between 2000-2018 and scanned in the Web of Science database. In search of publications, the keywords “R&D”, “Innovation”, “Subsidy” and “Evaluation” were used. The studies have been detailed in which the programs of which countries are evaluated, the methods and variables used in the analysis, the methods of obtaining data and the types of effects that are taken into account. The study found that sub-support methods were widely used and the majority of the studies studied the effects of support programs on input increase. As the impact assessment studies in Turkey begin to spread, it is believed that this field will be useful for researchers who work in this field.

Abstract:

In this study, the literature on impact evaluation studies for R&D and innovation subsidies are reviewed. For this purpose, studies in 2000-2018 period and indexed in Web of Science database are considered. While searching the paper “R&D”, “Innovation”, “Subsidy” and “Evaluation” keywords are used. The country of the evaluated program, methods and outcome variables in the analysis, data gathering types and type of impact are reported in detail. In the studies ex-post quasi-experimental methods are used and impact on input additionality is analyzed widely. Since impact evaluation studies spread in Turkey, we think that our study will be useful for the researchers studying on impact evaluation.
