Bu çalışmada, Türk savunma sanayinde 2004 yılından sonra görülen yabancı teknik destek sağlayıcı modeliyle sistem geliştirme süreci, ilk örneği olan Altay Ana Muharebe Tankı Geliştirme Projesi Dönem-I örneği ile değerlendirilmiştir. Yapılan çalışmada, dünyanın en modern tankları arasında yer alan ve çok kısa sürede kazanılan teknolojilerle bir başarı hikâyesi olan Altay Projesi tarihçesi ele alınmıştır. Ardından, teknoloji yönetimi bakış açısıyla, yabancı teknik destek modeli, “tasarım yeteneğine/teknoloji kazanımına” ve “proje süresine” katkıları bakımından değerlendirilmiştir. Savunma Sanayi Başkanlığı’nın mimarı olduğu bu savunma sistemi tedarik modeliyle yurtiçinde geliştirilecek savunma sisteminin çağın en ileri teknolojileriyle donanması hedeflenmiştir. Altay projesi örneğinde, yurtiçinde kabiliyet kazanımı süresinin benzer projelere göre daha kısa olduğu ortaya konulmuştur. Yabancı teknik destek sağlayıcı modeliyle yapılan yurtiçinde sistem geliştirme projelerinde, teknik destek sağlayan ve alan kuruluşların aynı fiziksel ortamı paylaşmalarının, çalışma dilinin ortaklığının, her iki ülkenin de savunma altyapılarının ve sistem mühendisliği süreçlerinin uyumlu olmasının sürece olumlu katkıları olduğu değerlendirilmiştir. Gelecekteki çalışmalar için Milli Muharip Uçak Geliştirme Projesi Dönem-I Aşama-I çalışmalarında alınan yabancı teknik desteğin Altay Projesi Dönem-I örneği ile kıyaslaması suretiyle kara ve hava savunma sistemi geliştirme süreçleri açısından modelin değerlendirilmesi önerilmektedir.
This study reviews the foreign technical support model at Tuskish defense industry emerges after 2004 by the case of Altay Main Battle Tank Development Project Phase-I. The success story of Altay Project that was carried out in a short time frame with the new technologies is addressed. Afterwards, the foreign technical support model is evaluated in the frame of “design capability/technology acquisition” and “project schedule” from the technology management view. The main conclusions are given and discussed as following: This system acquisition model was adapted by Defense Industry Presidency and idealizes indigenous development of the weapon system equipped with the newest technologies of the era. For the case of Altay project, the foreign technology transfers and technical support held led the system development program accomplished in a short period. The efficiency of the foreign technical support relies on sharing the same physical workplace, the common language – engineering philosophy, the common military basis and systems engineering process of the parties are discussed. For the future studies and prospects, the effort of technical support model at Turkish Fighter Development Program (TF-X) Phase-I Stage-I can be compared with the Altay Project Phase-I in the sense of development process of the land and air vehicle platforms is recommended.
