ÖZ: Küresel bir sorun olan şiddet hemen hemen tüm toplumların mücadele ettiği önemli bir halk sağlığı sorunudur. Hiçbir fark (din, dil, etnik köken, sosyo-ekonomik durum vb.) gözetmeksizin bireylerin özellikle de kadınların bedensel ve ruhsal sağlıklarını derinden etkileyen, onların yaşam kalitelerini düşüren şiddetin, boyutlarından birini de ısrarlı takip (stalking) oluşturmaktadır. İnsanlık tarihi kadar eski bir olgu olan ancak suç olarak ifade edilmesi oldukça yeni olan ısrarlı takip; “başka bir kişiye, istenmeyen iletişim ve/veya temas kurmaya yönelik tekrarlanan ve ısrarlı girişimleri içeren davranışlar kümesi olarak ifade edilmektedir” (Mullen vd., 1999: 1244). Bu çalışmada, kadına yönelik şiddetin bir boyutu olan ısrarlı takibin ne olduğuna, suç oluşturan unsurlarına, ısrarlı takipte kullanılan yöntemlere, takibin nedenlerine, takipçilerin ve mağdurların kim olduklarına/ortak özelliklerine, takibin süresine, takibin mağdurlar üzerinde yarattığı olumsuz etki ve sonuçlara yer verilmiş, dolayısıyla ısrarlı takiple ilgili farkındalığın oluşturulması/artırılması amaçlanmıştır. Çalışma, literatür taramasına dayalı nitel bir çalışmadır. Bu çalışmada ısrarlı takip (stalking) ile ilgili yapılmış çalışmalar (makale, tez, kitap, internet kaynakları, yasal düzenlemeler, kanunlar vb.), taranmış, konuyla ilgili yapılmış çalışmaların istatistiki verileri gözden geçirilerek, değerlendirilmiş sonraki süreçte çalışma raporlandırılmış ve öneriler sunulmuştur.
A global problem of violence is a major public health issue that almost all communities are struggling with. No differences (religion, language, ethnic origin, socio-economic status, etc.) It constitutes one of the dimensions of violence that deeply affects the physical and mental health of uncontrolled individuals, especially women, which decreases their quality of life, and constitutes stable tracking. The persistent follow, which is an ancient phenomenon as the history of mankind, but is quite new to be expressed as a crime, is expressed as a set of behaviors that involve repeated and persistent attempts towards unwanted communication and/or contact with another person (Mullen vd., 1999: 1244). This study focuses on what persistent follow-up is, a dimension of violence against women, on the elements that make the crime, on the methods used in persistent follow-up, on the causes of follow-up, on the characteristics of who the followers and victims are, on the duration of follow-up, on the negative effects and consequences of follow-up on the victims, and thus on the creation of consistent follow-up. Study is a quality study based on the scan of literature. In this study, studies on the constant follow-up (stalking) (articles, thesis, books, internet resources, legal regulations, laws, etc.The statistical data of the surveyed, the subject-related studies were reviewed, the study was reported and recommendations were submitted during the evaluated subsequent process.
