Abstract:

Within the scope of the new public management approach, which shows a break from the traditional public administration approach, various criticisms have emerged because of the problems, inconsistencies and divisions in public administration in recent years. Within the framework of criticism of the problems created by the new public management approach, there have been searches for alternative approaches in public administration. Thus, the “Public Value” approach, which was first put forward by Moore in 1995 and started to be handled with increasing interest in the process, emerged. The public value approach, which includes some of the main features from both traditional public administration and new public management approaches, also offers alternative solutions to the problems, inadequaies and disruptions created by previous approaches. Hence, the inclusion of the public value approach both in the public administration literature and in practice has attracted great attention in recent years. In general, this study examines the place of public value approach, which is described as an alternative approach in public administration, in the discipline of public administration from a conceptual and theoretical perspective.
