Bu çalışmanın amacı Karadeniz bölgesi için ekonomik ve insani gelişmeyi ele alan karşılaştırmalı bir analiz yapmaktır. Bölge illeri İstatistiki Bölge Birimleri Sınıflandırmasına (İBBS) göre ele alınmıştır. Ekonomik analizde iller arası temel makroekonomik değişkenler ele alınmıştır. İnsani gelişme açısından da iller bazında gelişme seviyeleri ölçülmüştür. Bu amaçla Birleşmiş Milletler Kalkınma Örgütü (UNDP) tarafından hazırlanmış olan insani gelişme endeksi (HDI) kullanılmıştır. Çalışmada UNDP’nin endeks hazırlama metodolojisi kullanılmıştır. Ayrıca sağlık endeksinin hesaplanmasında ortalama yaşam süresine ek olarak hekim sayıları ve hastane yatak sayıları da kullanılmıştır. 2019 Yılı verilerine dayalı olarak hazırlanan çalışma sonuçlarına göre, Karadeniz bölgesi Türkiye’nin toplam üretimi içinde %6’lık bir orana sahip iken işsizlik oranı en düşük bölge Batı Karadeniz bölgesidir. Bölge gelir dağılımı eşitsizliğinin en az olduğu ikinci bölgedir. İnsani gelişme açısından gelişmenin en yüksek olduğu iller Rize, Artvin, Trabzon ve Karabük illeridir. En düşük olduğu iller ise Gümüşhane, Sinop, Tokat ve Bartın illeridir. Gelişmede en başarılı iller ise Trabzon, Giresun ve Rize illeridir.
The aim of this study is to make a comparative analysis that deals with economic and human development in the Black Sea region. The provinces of the region are handled according to the Statistical Regional Units Classification (NUTS). The main macroeconomic variables between the provinces are discussed in the economic analysis. In terms of human development, development levels were measured on the basis of provinces. For this purpose, the human development index (HDI) prepared by the United Nations Development Organization (UNDP) was used. UNDP's index preparation methodology was used in the study. In addition to the average life expectancy, the number of doctors of medicine and the number of hospital beds was also used in the calculation of the health index. According to the results of the study prepared based on the data of 2019, the Black Sea region has a rate of 6% in Turkey's total production, while the West Black Sea region has the lowest unemployment rate. The region is the second region with the least income distribution inequality. The provinces with the highest development in terms of human development are Rize, Artvin, Trabzon and Karabük. The provinces with the lowest values are Gümüşhane, Sinop, Tokat and Bartın. The most successful provinces in development are Trabzon, Giresun and Rize.
