Abstract:

In this study, a solution approach for the problem of the distribution of aid material from post-disaster temporary-disaster-intervention facilities to the disaster is proposed. The problem in literature is modeled by adapting to the Time Window Divided-Distributed Vehicle Rotation Problem. The proposed solution approach, using the results of the two-stage stocastic programming model developed in another recent study, aims to deliver the help materials as soon as possible from pre-located temporary-off-intervention facilities to affetzedel with the stocastic programming model. Using the results of the stokastic programming model, the starting distribution problem is divided into smaller-dimensional sub-problems (independent transportation problems) solved as the Time Window Divided-Distributed Vehicle Rotation Problem with the recommended solution approach. The problem size reduction contributes in terms of the time of resolution, it appears that each sub-problem created using the example event developed for a large district of Bursa can be solved in seconds on a personal computer.
