Abstract:

The economic and financial crisis in the 1980s, during which social welfare government policies were debated and neo-liberal policies were being implemented, made possible various agencies in social policy determinants of countries. In particular, for the determination of social welfare policies of countries, governance principles to help central administration led up to participative management mechanisms. Therefore, in social services as the root of social policies, a participative management model occurred from local administration to non-governmental organizations in local areas. Local people determine the type of social services in local areas by city councils in particular. Therefore, by participating in the decision making, they contribute to the development of the quality and effectiveness of these services. Thanks to its reforms in public administration, Turkey started to implement these developments in local areas. In this context, the country has aimed to accelerate the indigenization process of social services since legal regulations started in 2004. The study aims to clarify the potential contributions of city councils to the extensification demand of social services through the policies of local administrations.
