Sivil toplum kavramı özellikle 20. yüzyılın ikinci yarısından sonra sosyal bilimlerde yıldızı parlayan bir kavram halini almıştır. Bunun önemli sebeplerinden biri, 1950’li yılların sonunda ortaya çıkan ‘yeni sosyal hareketler’ iken diğeri orta sınıflaşma ve demokratik yönetimlerin tüm dünya üzerinde ön plana çıkmasıdır. Demokratik yönetimler katılımcılık ve gönüllülüğü teşvik ederek sivil toplumun gelişmesine katkı sunarlar çünkü sivil toplum devlet örgütlenmesi dışında bireylerin kendi iradeleriyle kurdukları örgütlenmeleri ifade eder. Sivil toplum farklı dönemlerde faklı anlamlara sahip olarak muğlak bir geçmişe sahip olsa da bugün daha çok gönüllülük, kamusal tartışma, örgütlenebilme özgürlüğü, dernekli toplum gibi anlamlara karşılık gelmektedir. Sivil toplumun Batı’daki bu gelişim sürecinden ayrı olarak Türkiye gibi Osmanlı geçmişinde merkezi gücün bireysel özgürlük alanlarını içine alan ve devlet örgütlenmesi dışında yer alan alternatif örgütlenmeleri merkezi devlet yapısı için bir tehdit olarak algılayan siyasi kültürde sivil toplumun ortaya çıkması ve gelişmesi oldukça zor olmuştur. Türkiye’deki sivil toplum tartışmaları Türkiye’nin siyasi kültürü, sınıfsal ve idari yapısı ile birlikte ele alınarak tartışılır. Bu tartışmalarda birçok farklı görüşe sahip olanların mutabık olduğu konu, özellikle 1980’lerden sonra Türkiye’de sivil toplumun geliştiği yönündedir. Bu çalışma da bu gelişim seyrini tarihi bir perspektiften farklı dönemleri ele almakta ve değişimin ne yönde cereyan ettiğini ortaya çıkarmayı denemektedir.
The concept of civil society has become a prominent concept in social sciences, especially after the second half of the 20th century, in the sense of defining the intermediate structures between the state and the individual and the power of these structures. Up to this point, civil society has been used in different meanings by different thinkers in different periods. There are several reasons why civil society has come to the fore especially after the second half of the twentieth century. For one, until this period, the concept of democracy rather than civil society came to the fore and political modernisation was seen as equivalent to democracy. The re-emergence and growth of democracy after World War II and the emergence of the concept of civil society to differentiate between countries governed by liberal democracy and strict totalitarian regimes is an important rationale behind the value attributed to the concept. One of the important reasons for the rise of civil society was the emergence of 'new social movements' and the development of the middle class at the end of the 1950s. Each of these rationales is based on the assumption that in democratic governments political and economic power is fragmented. The aim was to end the military oversight over civilian politics and to ensure that the follow-up of activities related to civil society organisations in the field of organisation is carried out under a completely civilian umbrella, such as the General Directorate of Relations with Civil Society under the Ministry of Internal Affairs, instead of the Department of Associations of the General Directorate of Security under the same ministry. The development of civil society in Turkey interestingly involves the state taking democratic steps to revitalise the sphere of civil society. However, at this point, civil society's ability to use its own initiative and to pursue a policy that takes risks, without necessarily aiming for conflict with the state, but without staying within the space it has drawn for itself, will contribute to the development of civil society in Turkey.
