Bu çalışmada, devlet yönetiminde sıklıkla atıf yapılan yetki, görev ve sorumluluk kavramları ile bunlar arasındaki ilişki değerlendirilmiştir. Klasik hukuk metinlerinde olduğu gibi, önce belli bir görevin var olması, bunun için bir birime yetki verilmesi ve yetkiyi kullananın sorumlu olması gibi görevden sorumluluğa doğru giden bir ilişki değil; yöneticinin iktidar kullanmak için yetki istemesi, bunun için kendisine bir amaç seçmesi ve bu amacı görev sayması, bu görevi ona verdiğini düşündüğü özneye karşı sorumlu olması gibi yetki kavramından hareket eden bir ilişki analizi tercih edilmiştir. Dolayısıyla bu ilişkiyi başlatan unsurun yetki olduğu ileri sürülmektedir. Yöneticinin temel kaygısı bir görevi ifa etmek değil, bir yetkiyi ele geçirmek ve kullanmaktır. Bunun için kendisine bir görev tanımı yapmakta ve onu yerine getirmektedir. Yetki olarak adlandırılan kavramın, siyasal iktidarı ele geçirme ve kullanma sürecini, görevin bu iktidarı kullanmak için bir amaç tespiti yapıldığı, modern devletin amacının da kamu hizmeti sunmak olduğu savunulmuştur. Bu savunu, batıda siyasal düşüncenin gelişimi sürecinde etkinlik göstermiş kişilerin devlet analizleriyle desteklenmeye çalışılmıştır. Öte yandan yetkili bir iktidarın kendisine görev tanımı yapması, iktidarın dünyevileşmesi, temsili demokrasilerin ortaya çıkması ve bu demokrasilerde kamu hizmeti görevini iktidara veren asıl öznenin yurttaşlar olduğu düşüncesinin yaygınlaşmasının iktidarın sorumluluğunu doğurduğu belirtilmiştir.
In this study, the concepts of authority, duty and responsibility that are often referred to in the government administration and the relationship between them have been assessed. As in the classical law texts, it is not a relationship that goes from duty to responsibility, such as the existence of a particular task first, the authorization of a unit for it and the responsibility of the authority user; it is preferred an analysis of a relationship that moves from the concept of authority, such as the authority of the manager to use power, the choice of a purpose for it, and the counting of that purpose of the task, the responsibility of the substance he believes that it is given to him. It is therefore stated that the element that begins this relationship is the authority. The main concern of the manager is not to perform a task, but to gain and use a power. He makes a task for him and fulfills it. The concept called authority, the process of capturing and using political power, the task is identified as a purpose to use this power, and the purpose of the modern state is also to provide public service. This defense has been sought to be supported by state analysis of people who have been active in the process of political thinking in the West. On the other hand, it is stated that the definition of a authorized authority to him, the worldwide transformation of the power, the emergence of representative democracies and the spread of the idea that the primary essence of the public service in these democracies is citizens is the responsibility of the power.
In this study, the terms of authority, function and responsibility, which are frequently referred to in state administration, and the relationship between these terms are evaluated. As in the case of classical law studies, not the existence of a certain task is claimed: but it is suggested that, the authorization of a unit for function and the responsibility of the holder of the authority births from this relationship and a relationship analysis is chosen from the concept of competence, such as the administrator's request for power to use it, for which he chose a purpose for him and that he considered it to be the function, and he is going to be responsible to the subject that this task. Therefore, it is claimed that the element that initiates this relationship is authority. The principal concern of the administrator is not to perform a task, but to seize and use power. Within this aim, he makes a task description and fulfills it. It is advocated that; the term authority was a process of seizing and using political power and that the purpose of the task is to use that power and that the purpose of the modern state is to provide public service. This advocacy is supported by the state analyzes of the people who have been active in the development of western political thought. On the other hand, it was stated that a competence and the secularization of power, the emergence from representative democracies and the spread of this idea creates the legal responsibility of the modern state.
