Bu makalenin amacı Türkiye’de “Bölge Çalışmaları” ya da “Bölgesel Çalışmalar”ın kapsamı, yöntemi, amacına dair görüşlerin kökenini tespit etmek ve Rusya Federasyonu’ndan örnekler ile karşılaştırmaktır. Uluslararası İlişkilerin tarifinde uzlaşılamadığı gibi Bölgesel Çalışmaların tarifinde hatta adında dahi bir uzlaşı yoktur. Türkiye’de doçentlik müracaatında Uluslararası İlişkiler bilim alanının anahtar kelimelerinden birisi Bölgesel Çalışmalardır. Doçentlik müracaatında anahtar kelimesi “Bölgesel Çalışmalar” iken literatürde “Bölge Çalışmaları” kullanılmaktadır. Makalede “Bölge Çalışmaları” kurumları ile özel hukuka tabi “Düşünce Kuruluşları”nın faaliyetleri, benzerlik ve farklılıkları değerlendirilmiştir. Bölge Çalışmalarına dair Türkiye’de Türklerce Türkiye adresli dergilerde, kitaplarda yayınlanan görüşlerin Batı kaynaklı olduğu hatta İngilizce yazıldığı görülmüştür. Batı kaynaklı görüşler Türkiye’ye Türklerce aksettirilmiştir. Bu halde Türkler dış dünyayı Batı’dan, ABD’den bağımsız gözlemleyememiş ve değerlendirememiştir. Türkler yerküreye ve bölgelerine dair düşüncelerini kendi diliyle, Türkçe ifade edememişlerdir. Batı’ya bağımlılığın göstergesi Türkiye’de Batı, Avrupa çalışmaları merkezlerinin Türklük çalışmaları ya da diğer medeniyetlere dair merkezlerden fazla olmasıdır. Yükseköğretim Bilgi Yönetim Sistemi kayıtlarında Bölge Çalışmaları faaliyeti yürüten merkezler arasında Avrupa Birliğine dair araştırma ve uygulama merkezi sayısı açık ara öndedir. Türkiyat/Türkoloji merkezlerinden çok daha fazladır. Araştırma için toplanan veriler büyük ölçüde YÖK Akademik ve Yükseköğretim Bilgi Yönetim Sisteminden, Asya ve Afrika Ülkeleri Enstitüsü ve Şarkiyat Enstitüsü’nden alınmıştır. Türkiye’den ODTÜ örneği ve Rusya Federasyonu’ndan (RF) Moskova Devlet Üniversitesi Asya ve Afrika Ülkeleri Enstitüsü ve Rusya Bilimler Akademisi Şarkiyat Enstitüsü örnekleri irdelenmiştir. Sonuç olarak Türkiye’de Bölge Çalışmalarının büyük ölçüde Batı’da, ABD’de hazırladığı kalıplara döküldüğü, şekillendiği ve Batı’dan, ABD’den şüphelenilmediği, eleştirilmediği, sorgulanmadan kabul edildiği görülmüştür. Dünya’nın başka ülkelerindeki örneklerin göz ardı edildiği tespit edilmiştir.
The purpose of this article in Turkey is to identify the scope, method, origin of views on the "Regional Studies" or "Regional Studies" in Turkey and to compare it with examples from the Russian Federation. As in the description of international relations, there is no consensus in the description of regional studies, even in the name. One of the keywords of the field of international relations science in Turkey is Regional Studies. The keyword is "Regional Studies" while the keyword is "Regional Studies" in the literature. The article evaluates the activities, similarities and differences between the "Regional Studies" institutions and the "Thought Institutions" under private law. Thus, the Turks could not observe and evaluate the outside world independently from the West, from the United States. The Turkish people have not expressed their thoughts about their land and territories in their own language, Turkish. The indicator of dependence on the West is that the centers of Western, European studies in Turkey are more than the centers of Turkish studies or other civilizations. The number of research and application centers for the European Union among the centers that operate Regional Studies in the Higher Education Information Management System records is openly in front. It is much more than Turkish/Turkish centers. The data collected for the research was largely taken from the YÖK Academic and Higher Education Information Management System, the Institute of Asian and African Countries and the Charity Institute. The examples of the ODTÜ from Turkey and the examples of the Russian Federation (RF) from the Moscow State University Institute of Asian and African Countries and the Russian Academy of Sciences of the Russian Academy of Sciences. As a result, it has been seen that the regional studies in Turkey are largely thrown into the patterns it prepares in the United States, and are formed and accepted without questioning from the West, the United States, and are not suspected, not criticized. Examples in other countries of the world have been ignored.
