Türk yükseköğrenim sistemi, 1980’li yıllardan bu yana uygulanan “her ile bir üniversite politikası” (HİBÜP) ile birlikte, büyük bir dönüşüm sürecinin içerisine girmiştir. Bu çalışmada, HİBÜP’ün genel olarak Türkiye ekonomisinde, özel olarak da yükseköğrenim sisteminde ölçülebilir ve kalıcı nitelikte bir iyileşmeye yol açmadan, akademik enflasyon sorununa neden olduğunu ileri sürülmektedir. Akademik enflasyon, lisans derecesine sahip mezunların, arzu ettikleri pozisyonlarda ve beklenti içine girdikleri göreceli yüksek ücret seviyelerinde istihdam edilememesi durumudur. Bugün, birçok yazarın “genç işsizlik” adını verdiği yapısal sorunun kaynağında, bilim ve teknoloji alanında politika yapıcıların, akademik enflasyona yol açan HİBÜP konusundaki ısrarı yatmaktadır.
The Turkish higher education system has entered a major transformation process, along with the "university policy" (HIBUP) implemented since the 1980s. In this study, it is stated that HIBUP can be measured in the economy of Turkey in general, especially in the system of higher education, and that it causes the problem of academic inflation, without leading to a permanent improvement. Academic inflation is the case where graduates with a bachelor's degree are unable to be employed in their desired positions and at the relatively high salary levels in which they are expected. Today, the source of the structural problem that many writers call "young unemployment" is the insistance of policy makers in the field of science and technology on the HIBP, which leads to academic inflation.
Since the 1980s, the so-called policy of “a university in every city” has transformed the Turkish higher learning system. In this paper, we argue that the increase in the number of academic institutions in Turkey has given rise to academic inflation without any significant improvements in the country’s higher learning system. Academic inflation is a process in which university graduates are not able to find jobs that offer them higher wages and more attractive working conditions. The policy of “a university in every city” that the governments have kept running, against all the criticisms, has led to a structural problem in the Turkish economy that has been known as “youth unemployment”.
