The Eastern Block, Soviet Block or Iron Curtain is a term which is used for defi ning for Soviet Union and its allies in East and Central Europe during Cold War. In 1947, Many countries , fi rstly Poland, Rumania, Bulgaria, Hungary and Eastern Germany, became a bloc that was governed by Moskof. Eastern Bloc came to end at the same time collapse of Soviet Regime. These ex- communist states are also called as “Post Communist Countries”. The Constitution making process of post communist countries had many differences because of historical, political and social peculiarity of them. Classifi cation above relating to some countries may have difference according to the point of view. In democracy process, main subject of these countries were, “occuring groups that are supporting democracy and adherent of opposition”, “national rebellion”, “round table conversations”, “making constitutional arrangement for free general elections”, “ Constitution preparations of National Assembly”, to set up a constitution comission”, “ to change constitution in shorter or longer period”, or “acceptance of a new constitution”. The constitutions were result of a consensus or compulsion of power. Process and attitudes relating to constitution make development provided to be governed by democracy entirely or partly and became main point of new survey in modern world.
