Abstract:

This study, which aims to bring the historic process of the child protection policies in Germany and the changes that are happening to the Turkish literature, also has suggestions for the improvement of the child protection policies in Turkey. The protection of children has always been a priority in the areas of social work. In accordance with the periodic changes that the social work profession has undergone, different policies have been developed to protect children. The social policy practices that shape the social service offer make it possible to form different practices by shaping the country’s level of well-being and forms of governance. In Germany, where the state system is managed and the state’s contribution to the provision of social services is less, civil society organizations have made it possible to create more diversity in the provision of social services with a system based on the jurisdiction of official institutions. In this context, the greater sense of the influence of the central organization in Turkey, the civil society organizations that serve in the field of child protection in general advocate the rights of the child makes the existence of a new transformation in this field necessary. With this study in Germany the structure of the child protection area was introduced in recommendations for the renewal of civil society organizations that offer services in this area in a way that would be suitable for Turkey. In addition to the localization to increase the effectiveness of child protection services, it is also important to divide the service supply to certain levels. Because the leveling of services will make it more active to reach children in need of emergency protection. This will reduce the possibility of any abuse or negligence to the children of families in a crisis. These services will also highlight the importance of preventive services in the protection of children. It is known that the most important strengths of German child protection are the emphasis on preventive services, the assessment of institutional care as the ultimate alternative and the general task of government institutions in the provision of services is to support civil contractors as financing. In child protection, the different models of countries should also be studied, taking into account such characteristics in the example of Germany and considering that a more effective child protection model for the protection of children for Turkey can be created.
