Her toplumda farklı niteliklere sahip insanlar bulunur. Bu nedenle toplumda adaleti tesis edecek bir devlet başkanına ihtiyaç vardır. İbn Rüşd, bu gerekçeyle siyaset felsefesinde filozof olması gereken devlet başkanın sahip olması gereken nitelikleri ele almıştır. Devlet başkanının sahip olması gereken nitelikler konusunda İbn Rüşd ile Fârâbî’nin büyük ölçüde birbiriyle benzeştiklerini ve onun Fârâbî’nin etkisinde olduğu söylenebilir. Ancak İbn Rüşd, Devlet’i şerh ederken hem Eflatun’dan hem de Fârâbî’den farklı olarak kendi siyaset kuramını, özgün ve farklı düşüncelerini ortaya koymuştur. Nitekim onun kullandığı kavram ve ıstılahlar, Yunan siyaset felsefesinin pek de aşina olmadığı kavramlardır
