The administrative body requires both moveable and immovable properties and real people in order to be able to fulfill public services entrusted to it. The former is called material element and the latter humane element. They are complementary to each other. The absence of either of them renders the other meaningless. The administrative body exercises the power given to it by legislation through real people. These real people are named as public servants or state employees, the majority of whom are civil servants. The conditions, qualifications, appointments, training, advancements promotions, rights and liabilities, personal affairs and similar matters of civil servants have been regulated in Civil Servants Act. Significant amendments have been made in Civil Servants Act in accordance with the Law no. 6111. Civil Servants Act regulations pertaining to the registration have been abolished by Law no. 6111. By operation of the law aforementioned, implementing procedures of filling assessment reports have been ended.
