CUMHURİYET HALK PARTİSİ KURULTAYLARININ YURT DIŞI YANKILARINA BİR ÖRNEK: CHP’NİN V. OLAĞAN KURULTAYININ SURİYE’DEKİ YANKILARI

ÖZ Cumhuriyet Halk Partisi, Gazi Mustafa Kemal Atatürk tarafından 9 Eylül 1923’te “Halk Fırkası” adıyla kurulmuştur. Bu fırka, Cumhuriyeti’n ilanının ardından 10 Kasım 1924’te “Cumhuriyet Halk Fırkası” adını almıştır. Atatürk’ün genel başkan olarak son defa katıldığı CHF’nin 9 Mayıs 1935’teki dördüncü kurultayında fırkanın adının “Cumhuriyet Halk Partisi” olarak değiştirilmesi kararlaştırılmıştır. CHP’nin kuruluşundan itibaren olağan ve olağan üstü parti kurultayları çok önemli olmuştur. Bu kurultaylarda Türkiye Cumhuriyeti Devleti ve milleti adına pek çok karara imza atılmıştır. Bu yüzden, CHP’nin parti kurultayları hem iç politika, hem de dış politika bakımından dikkatleri üzerine çekmiştir. Türkiye’de olduğu gibi, Türkiye dışında da ilgi ile izlenen, dikkatlerin yoğunlaştırıldığı CHP kurultaylarından biri de “CHP’nin Beşinci Olağan Kurultayı”dır. Bu yüzden, bu çalışmada CHP kurultaylarının yurt dışı yankılarına bir örnek olarak CHP’nin beşinci kurultayının Suriye’deki yankıları konu edilmiştir. Bu bağlamda, çalışmanın giriş kısmında CHP’nin kurulma sürecinden kısaca söz edilmiştir. Ayrıca, CHP’nin beşinci olağan kurultayına kadar yapılmış olan parti kurultayları ana hatlarıyla açıklanmıştır. Çalışmanın asıl kısmının ilk bölümünde, CHP’nin 29 Mayıs 1939’da yapılmış olan 5. Olağan Kurultayının Suriye’deki yankıları üzerinde durulmuştur. Bu yapılırken, Türk Dahiliye Vekâleti(İçişleri Bakanlığı)’nin Suriye’den elde etmiş olduğu istihbarat bilgileri veya raporu temel alınmıştır. T.C. Cumhurbaşkanlığı Devlet Arşivleri Daire Başkanlığı belgeleri arasında yer alan bu rapor 11 Temmuz 1939 yılında hazırlanmış ve Türk yetkililerin bilgisine sunulmuştur. Bu raporda; CHP’nin beşinci kurultayının müzakerelerinin ve alınan kararların Suriye’de dikkatle takip edildiği dile getirilmiştir. Bu bağlamda, ilk olarak Suriye’deki manda yönetimini sürdüren Fransızların kurultay hakkındaki görüşleri ortaya konulmuştur. Çalışmanın ikinci bölümünde; CHP’nin Beşinci Olağan Kurultayının Suriye’de yer alan partilerdeki izlenimleri, yankıları açıklanmıştır. Bu kapsamda, Kitlecilerin ve Şehbendercilerin görüşlerine yer verilmiştir. Bunlardan başka, Millî Ahrar Partisi’nin ve Türkiye’den Suriye’ye giden muhaliflerin düşünceleri de dile getirilmiştir. Bütün bunlara ek olarak, Suriye’deki Ermenilerin ve Hoybuncu Kürtlerin de bu kurultaya ilişkin düşünceleri üzerinde durulmuştur. Çalışmanın sonuç kısmında ise elde edilen bilgilere dayanılarak bir takım sonuçlara yer verilmiştir.

The Republican People's party was founded by Gazi Mustafa Kemal Atatürk on 9 September 1923 under the name "People's party". After the proclamation of the Republic of Turkey, this party was renamed "Republican People's Party" on November 10, 1924. At the fourth congress of the CHF, which Atatürk joined for the last time as chairman, on 9 May 1935, it was decided to change the name of the party to "Republican People's Party". Since the founding of the CHP, ordinary and extraordinary party assemblies have been very important. Many resolutions were signed on behalf of the state and nation of the Republic of Turkey in these congresses. For this reason, the party assemblies of the CHP have attracted attention both in terms of domestic and foreign policy. "The Fifth Ordinary Congress of the CHP"is one of the meetings of the CHP, which is watched with interest outside Turkey as well as in Turkey. Therefore, in this study, the repercussions of the fifth Congress of the CHP in Syria were considered as an example of the repercussions of the CHP congresses abroad. In this context, the process of founding the CHP was briefly mentioned in the introduction of the study. Furthermore, the party meetings that were held until the Fifth Ordinary Congress of the CHP were outlined. In the first part of the original work, the repercussions of the 5th ordinary congress of the CHP in Syria, which was held on 29 May 1939, were discussed. This was based on the intelligence information or report obtained by the Turkish Ministry of the Interior from Syria. This report, which is among the documents of the Presidential State Archives Department of the Republic of Turkey, was prepared on 11 July 1939 and presented to the Turkish authorities. In this report, it was stated that the negotiations and decisions of the fifth congress of the CHP were carefully followed in Syria. In this context, the views of the French, whoined the mandate in Syria, were first put forward on the Congress. In the second part of the study; the impressions and repercussions of the CHP’s fifth ordinary congress in the parties in Syria are explained. In this context, the views of the Masses and Martyrs are included. In addition, the views of the National Ahrar Party and the opposition from Turkey to Syria have been expressed. In addition to all these, the opinions of the Armenians in Syria and the Kurds involved in the Hoyboun Committee were also discussed. In the final part of the study, a number of results were given based on the information obtained.
