Sosyal politika, toplumların geniş bir kesimine hitap etmekte ve engellileri de kapsamaktadır. Türkiye’de engelliler 1982 Anayasası tarafından pozitif ayrımcılık tanınan gruplardan biridir. Engellilere yönelik sosyal politikalar başta merkezi yönetim olmak üzere, yerel yönetimlerin, gönüllü kuruluşların girişimlerini ve işbirliğini gerektirmektedir. Özellikle merkezi yönetimlerin yetersiz kaldığı konularda belediyelerin engellilere yönelik politikaları önemli hale gelmektedir. Türkiye’de belediyelere yalnızca altyapı hizmetlerinin sunulması konusunda görevler verilmemiş, aynı zamanda 1982 Anayasasında karşılık bulan sosyal devlet ilkesi gereği eğitim, ekonomi, sağlık, kültür, engelliler ve sosyal yardım alanlarında da bazı görevler yüklenmiştir. Sosyal politika kapsamındaki bu hizmetler aynı zamanda sosyal belediyecilik anlayışının temelini oluşturmaktadır. Bu çerçevede araştırmanın amacı, sosyal belediyecilik bağlamında engellilere sunulan hizmetlerden engellilerin memnuniyetinin Çanakkale Belediyesi örneğinde incelenmesidir. Araştırma nitel araştırma desenlerinden söylem/hikâye analizi şeklinde tasarlanmıştır. Hikaye/söylem analizi insanların başlarından geçen olaylarla ilgili anlattıkları hikayeleri analiz etmeye yönelik bir araştırma yaklaşımıdır. Belirlenen amaç doğrultusunda, Çanakkale Belediyesi’nin sunduğu sosyal hizmetlerden yararlanan görme ve ortopedik engelli bireylerle görüşmeler yapılarak veriler elde edilmiştir. Görüşmelerde dokuz sorudan oluşan yarı yapılandırılmış görüşme formu kullanılmıştır. Ses kayıt cihazıyla yapılan kayıtlar, Microsoft Office Word programına aktarılarak dokümanlar oluşturulmuştur. Araştırma verileri içerik analizi tekniğiyle çözümlenerek anlamlı bilgiler haline getirilmiştir. İçerik analizi adı altında toplanan bu araç ve teknikler, her şeyden önce kontrollü bir yorum çabası olarak ve genelde tümdengelime dayalı bir “okuma” aracı olarak nitelendirilebilirler. Sonuçta, katılımcıların Çanakkale Belediyesi’nin sosyal belediyecilik kapsamında değerlendirilebilecek hizmetlerinden genel anlamda memnun oldukları, ancak daha hızlı ve kaliteli hizmet sunulması noktasında bazı beklentilerinin olduğu görülmüştür.
Social policy addresses a wide range of society and it also includes policies for the disabled. The disabled were given positive discrimination rights following the enactment of the 1982 Turkish Constitution. There are disadvantaged groups among the groups in the area. Policies for the disadvantaged groups require cooperation among local governments, voluntary organizations and central government. Moreover, inadequate policies of the central government towards these groups often arise the importance of the municipalities in this area. The municipalities serve not only urban infrastructure and local government services, but also in education, economy, culture, health and social areas in accordance with the social state principle that finds Constitutional expression in the 1982 Turkish Constitution. These services within the scope of social policy are also the basis of social municipal understanding. The aim of the research is to examine the satisfaction of the services offered to disadvantaged groups in the context of social municipality in the case of Çanakkale Municipality. This research method is designed as one of the qualitative research patterns namely descriptive analysis. The description of a case experienced in phenomenology is discussed with several individuals with common experience to describe the essence. The data in this research has been obtained from the blind and physically disabled individuals. Semi structured interview form including 9 questions were designed and used in the study. The data were recorded by using voice recorders, then transferred to Microsoft Office Word and finally the forms were structured. The research data then analyzed by using content analysis technique to be used in the paper As a result of the research, it has been determined that the participants who participated in the interview are generally satisfied with the social municipal services but expect to provide faster and higher quality services.
