Arnavutluk’un 1912’de Osmanlı Devletinden ayrılarak bağımsızlığını ilan etmesiyle başlayan ve 6 Şubat 1967’de Enver Hoca’nın bahse konu konuşmasıyla açıkça beyan edilen dine karşı mücadele hat safhaya çıkmıştır.Arnavutluk Sosyalist Halk Cumhuriyetinin 1976 yılındaki anayasasında kökten ve devrimci bir sıçrama vardı. 37’inci madde şöyle diyor: “Devlet hiçbir din tanımaz ve insanlara materyalist bilimsel dünya görüşünü aşılamak için ateist propaganda geliştirir ve teşvik eder.”Cami ve kiliseye kazmayı vurmaktan, onları harabeye, depoya ve ezan sesinin yerini parti şarkısının alacağı ve sürünün yerine çığlık atan taraftar kitlesinin bulunacağı kültür merkezi ile spor salonuna dönüştürmekten çekinmeyen “yeni insanın” oluşturulmasıyla omuz omuza ilerleyen ideolojik, kültürel ve ekonomik bir savaştı. Dini kurumlar da dini yaşam da hedef alındı. Zaman ve sistemler değişti ancak maalesef özellikle Arnavut Müslümanlar, açıkça olmasa da sürekli bir şekilde baskı altında bulundu. Şimdi tezler farklıdır ancak Müslümanların, inanç ve dinlerine karşı baskın olan kötülük söyleminin ağırlığını taşımak zorunda olduğu gerçeğini aynı kaldı.
