Radikal demokrasi kuramının inşa ve gelişiminde, İkinci Dünya Savaşı sonrası oluşan siyasal havanın etkisi yadsınamaz. Bu süreçte hem sosyalizmin hem de demokrasinin derin bir kriz içerisinde olduğu varsayımı, radikal demokrasinin inşasını beraberinde getirmiştir. Bu kuram sosyalizmin krizini proletarya diktatörlüğü ile demokrasinin noksanlığını ise temsil seviyesinin düşüklüğü ile bağdaştırmıştır. İkinci Dünya Savaşı sonrası süreç çift kutuplu dünya düzeni üzerinden okunmaktadır. Kapitalizm ve sosyalizm, iki kutuplu dünyanın temel yönetim anlayışıydılar. Demokrasi kavramı her iki kutup için de farklı anlamlar barındırıyordu. Radikal demokrasi kuramının yaratıcıları, demokrasi kavramının kapsamını geliştirme hedefi doğrultusunda yeni bir sosyalizm okuması gerçekleştirmişlerdir. Bu çalışmada; radikal demokrasi kuramının ortaya çıkışı ve gelişimini sağlayan temel dinamiklerin incelenmesi hedeflenmektedir. Çalışmanın birinci bölümünde radikal demokrasi kuramının yöneten – yönetilen ilişkilerini örgütleme şekline odaklanılmaktadır. Bu bölüm alt başlıklara bölünerek kuramın ana hatları ortaya çıkarılmaktadır. İlk alt başlıkta hegemonya ve kimlik kavramları, Laclau ve Mouffe’un bakış açılarıyla irdelenmektedir. Kimlik ve radikal demokrasi kuramı arasındaki bağ bu bölümde incelenmektedir. İkinci alt başlık müzakereci demokrasi başlığı üzerinden Habermas’a ayrılmıştır. Müzakereci demokrasi anlayışının radikal demokrasinin gelişiminde oynadığı rol bu bölümde tartışılmaktadır. Son olarak ise çokluk kavramına odaklanılmıştır. Radikal demokrasi kuramının sınıf siyaseti ve proletarya diktatörlüğünü reddedişi çokluk kavramı üzerinden ele alınmıştır. Bu doğrultuda Hardt ve Negri’nin çokluk kavramı çözümlemelerinden faydalanılmıştır. Makalenin bütününde radikal demokrasi kuramının demokrasi ve sosyalizm çözümlemelerine dikkat çekilmiştir. Radikal demokrasi kuramının burjuva demokrasisi ile ilişkisinin dozajının yüksekliği de çalışmada vurgulanan konulardan birisidir. Makalenin genelinde radikal demokrasi kuramının inşa ve gelişimini tetikleyen dinamikler, İkinci Dünya Savaşı sonrasındaki sosyal ve ekonomik gelişmeler üzerinden ele alınmaktadır. Radikal demokrasi kuramcılarının demokrasi ve sosyalizm okumaları bu gelişmeler üzerinden irdelenmektedir. Buradan hareketle radikal demokrasi kuramının konumlanmış olduğu politik hat ortaya konulmak istenmektedir.
The influence of the political atmosphere that emerged after World War 2 can not be denied in the construction and development of the theory of radical democracy. During this process, the assumption that both socialism and democracy were in a deep crisis led to the consruction of radical democracy. This theory reconciled the crisis of socialism with the dictatorship of the proletariat and the inadequacy of democracy in terms of low representation level. The post – World War 2 period is interpreted through the lens of the bipolar World order. Capitalism and socialism were the fundamental governance approaches of two – poled World. The concept of democracy had different meanings for both poles. The creators of the radical democracy theory carried out a new socialism reading in order to expand the scope of the concept of the democracy. This study aims to examine the main dynamics that led to the emergence and development of the theory of radical democracy. The first chapter of the study focuses on the the way in which radical democracy theory organizes the relationship between ruling and ruled class. This chapter is divided into subheadings, revealing the main lines of the theory. The first subheading examines the concepts of the hegemony and identity from the perspectives of Laclau and Mouffe. The connection between identity and the theory of radical democracy is also discussed in this section. The second subheading is devoted to Habermas’s concept of deliberative democracy. The role played by the concept of deliberative democracy in the development of radical democracy is discussed in this section. Finally, the study focuses on the concept of multitude. The rejection of class politics and the dictatorship of the proletariat by the theory of radical democracy is discussed through the concept of multitude. Hardt and Negri’s analysis of the concept of multitude is utilised fort his purpose. The dosage of the relationship between radical democracy and bouygeois democracy is also emphasized as one of the issues addressed in the study. Throughout the article, the dynamics that triggered the construction and development of the theory of radical democracy are discussed through the social and economic developments of the post – World War 2 era. The readings of democracy and socialism by the radical democracy theorists are analyzed through these developments. This process enabled the determination of the political line adopted by the theory of radical democracy
