Modern dünya düzeni, ekonomik, teknolojik gelişme ve yenilikler bireylerin ihtiyaç hiyerarşisini değiştirmiş, refah toplumunun ruhunu oluşturan sosyal devlet ve sosyal belediyecilik anlayışı yaygınlaşmış, yeni yerel sosyal politika üretim ve uygulamalarına ihtiyaç duyulmuştur. Yerel yönetimlerin bölgesel farklılıklar, gelişmişlik düzeyi, yerel halkın sosyoekonomik ve kültürel yapısını daha iyi tanıması, sorunlara hâkim olması ve halka daha yakın olması sosyal politika üretimi ve uygulamalarında söz sahibi olmasını gerekli kılmıştır. Bu makalenin amacı sosyal politika uygulamalarının ve sosyal hizmetlerin yerelleştirilerek merkezi yönetim yerine yerinden yönetim tarafından üretilip uygulanmasının önem ve gerekliliğini Sakarya Büyükşehir Belediyesi Sosyal Gelişim Merkezinin hizmet ve uygulamaları özelinde açıklamaktır. Araştırma ‘durum çalışması (örnek olay)’ yöntemine dayalı ‘iç içe geçmiş tek durum deseni’ niteliği taşımaktadır. Verilerin toplanmasında görüşme tekniği kullanılarak merkez yöneticileri ve çalışanları ile mülakatlar yapılmış, merkezin hizmet ve faaliyetlerine yönelik dokümanlar incelenmiştir. Çalışmanın teorik alt yapısında ise sosyal politika, sosyal hizmet, sosyal belediyecilik, merkezi yönetim ve yerinden yönetim kavramları incelenerek sosyal hizmet ile ilişkileri ele alınmıştır. Araştırma sonucunda yereldeki sosyal sorunların çözümü için uygulanabilir yerel sosyal politikalar üretilmesi ve yerel yönetimler tarafından sosyal hizmet perspektifinde uygulanmasının merkezi yönetim uygulamalarına göre daha etkin ve verimli olacağı kanaati ortaya çıkmıştır.
Modern world order, economic, technological developments and innovations have changed the hierarchy of the needs of individuals, the social state and social municipality that forms the spirit of prosperity society has spread, the new local social policy production and practice has been needed. Local governments have made it necessary for regional differences, the level of development, to better understand the socio-economic and cultural structure of the local people, to rule the problems and to be closer to the public to be competent in the production and practice of social policy. The purpose of this article is to explain the importance and necessity of the implementation of social policy practices and social services by the local administration instead of the local administration by the administration in the special services and applications of the Social Development Center of Sakarya Metropolitan Municipality. The research is based on the method of 'situation study (example event)' as the 'one-in-internal state model'. In the collection of data, interviews were conducted with the center managers and employees using the conversation technique, the documents related to the center’s services and activities were examined. In the theoretical substructure of the study, the social policy, social service, social municipality, central administration and local administration concepts were studied and discussed the relations with social service. The research has shown that the production of applicable local social policies for solving local social problems and the implementation by local governments in the perspective of social services will be more effective and efficient than the practice of central management.
Modern world order, economic and technological developments, as well as innovations, have changed the hierarchy of needs of individuals. Social state and social municipality mentality, constituting the spirit of welfare society, has become widespread in the central government and local administration. Thus, the importance of producing and implementing new social policies has increased. The fact that local governments have a better understanding of regional differences, the level of development, socioeconomic and cultural structure of local people, as well as recognizing the problems and being closely acquainted with people has made it necessary for local governments to have the right to comment on the production and implementation of social policies. The paper aims to the necessity and importance of localizing social policy applications and social works, developing and implementing them by the local government instead of the central government. The services and practices of Social Development Center of Sakarya Metropolitan Municipality are discussed as the case study. The research is a "single-case embedded design" based on the "case study" method. The interview method was chosen in the data collection phase. Interviews were conducted with the managers and workers in the Social Development Center. In addition, the documents related to the services and activities of the Center were analysed. In the theoretical background of the study, the concepts of social policy, social work, social municipality, central government and decentralization are analysed and their relationship with social work are discussed. It is concluded that the production of practicable local social policies for the solution of local social problems and their implementation by local governments within the perspective of social work would be more effective and productive compared to the implementation by the central government.
