Abstract:

In order to prevent legal violations that may arise when performing the activities of the administrative authorities, various legal mechanisms have been provided in the legal system. The audit by the Public Audit Authority as a result of the complaints on the functioning of the administration of persons appears as an important type of audit at this point. If the nature of the decisions made as a result of the complaint request made by the relevant persons to the Public Audit Authority, it shows what the legal effect of this audit is. In this regard, it is also necessary to explain whether the decisions in question have any effect on the judicial supervision in addition to the effect on the good functioning of the administration. In this regard, the study will explain the nature of the decisions made by the Public Supervisory Authority, and will assess what the function and effect of the decisions are.
