Bu çalışmada amaçlanan belediyelerde mali denetimin fonksiyonelliğinin iç mali denetim ve dış mali denetim sınıflandırmasına uygun olarak değerlendirilmesidir. Bu amaçla yapılan değerlendirmede belediyelerde iç mali denetimin etkinliği; belediye meclisi gerçekleştirilen yapılan denetim, belediye başkanı tarafından gerçekleştirilen denetim ve iç denetçiler gerçekleştirilen denetim açısından; dış mali denetimin etkinliği; İçişleri Bakanlığının denetimi, TBMM tarafından yapılan denetim ve Sayıştay yargı denetimi açısından ele alınmıştır. Değerlendirme sonuçlarına göre belediyelerde mali denetim sisteminin kapsam ve nitelik açısından yetersiz olduğu sonucuna ulaşılmış; yetersizliğe sebep olan unsurlar ortaya koyulmuştur.
The aim of this study is to evaluate the functionality of financial audit in municipalities according to the classification of internal financial audit and external financial audit. In this assessment, the effectiveness of the internal financial audit in municipalities; the audit conducted by the municipal council, the audit conducted by the mayor and the internal auditors; the effectiveness of the external financial audit; the audit of the Ministry of the Interior, the audit conducted by the TBMM and the Court of Audit. According to the assessment results, the conclusion was achieved that the financial control system in the municipalities was insufficient in terms of scope and quality; the elements that caused insufficiency were revealed.
