Abstract:

The practices of electronic tender (e- tender) included in the European Union’s 2004 public procurement directives will not only ensure that public procurement is transmitted from paper to electronic, but will also be a revolutionary development that will enable smaller and medium-sized enterprises (SMEs) to participate more in public procurement through a more transparent, objective and competitive application of public procurement. In this context, the Dynamic Purchasing System (DAS), first organized in 2004 and simplified its operation in 2014, also promises the future as an innovative procedure that is fully electronically implemented and is open to participation in all categories within the acquisition scope of all applicants providing qualification criteria at the application stage of the system. The purpose of this article is to explore how the Dynamic Purchasing System is implemented in the EU and to keep light on how it can be transmitted to the Turkish Public Purchasing Regulation. The study concluded that the Dynamic Purchasing System is a more competitive acquisition in the first place compared to framework agreements and that if the wishes are well taught, there is a potential to replace many procedures.
