Türkiye Cumhuriyeti Devleti, binlerce yıllık bir tarihi birikimin ve kurulduğu Türkiye coğrafyasında da bin yıllık vatanlaştırma tecrübesine ait bir sonucun teşekkülüdür. Bu itibarla Türkiye Hunlar, Göktürkler, Oğuzlar, Selçuklular ve Osmanlılar silsilesinde yönetici hanedanların adlarıyla anılan devletlerin tarihi birikimi ile Türkiye Selçukluları ve Osmanlıların vatanlaştırdığı kültür ve uygarlık birikimleriyle kimlik kazanmıştır. İşte Türkiye Cumhuriyeti bu tarihî birikim, kültür ve uygarlık değerlerinin üzerinde kurulmuştur. 1808 yılında imzalanan Sened-i İttifak, I. Meşrutiyet Meclisi ve 1876 Anayasası, II. Meşrutiyet Meclisi ve 1909 Anayasası ve nihayet 23 Nisan 1920’de Büyük Millet Meclisi’nin açılması ve 1921 Anayasası bu tarihî birikimin yapı taşları olmuştur. 1921 Anayasasının ilk maddesi “Hâkimiyet bilâ kayd u şart milletindir” der. Dolayısıyla Türk İstiklâl Savaşı’ndan sonra 1 Kasım 1922’de Osmanlı saltanatının kaldırılmasını ve 29 Ekim 1923 tarihinde 1921 Anayasasına “Hâkimiyet, bilâ kayd u şart milletindir. İdare usulü halkın mukadderâtını bizzat ve bilfiil idare etmesi esâsına müstenittir. Türkiye Devleti›nin şekl-i hükûmeti, cumhuriyettir” (md.1) maddesinin eklenmesini ve Milli Mücadelenin Başkomutanı Gazi Mustafa Kemal Paşa’nın Türkiye Cumhuriyeti Devletine “Reis-i cumhur” seçilmesini kimse yadırgamamıştır. Bu çalışmada, 29 Ekim 1923’te ilk defa Cumhurbaşkanı seçildikten itibaren 10 Kasım 1938’e kadar üç kere daha Reis-i cumhur seçilen “Ebedi Şef”ten sonra, 11 Kasım 1938 tarihinde Türkiye Cumhuriyeti’nin ikinci cumhurbaşkanı olan Mustafa İsmet İnönü’nün seçimleri incelenecektir. Çalışmada temel kaynak olarak meclis zabıtları, dönemin gazeteleri ve araştırmalar kullanılacaktır.
The State of the Republic of Turkey is the result of a thousands of years of historical accumulation and a thousand years of patriotization experience in the geography of Turkey where it was established. With this reputation, Turkey has gained identity with the historical accumulation of the states mentioned by the names of the ruling dynasties in the Hunts, Göktürkler, Sons, Selçukler and Ottoman silsils, with the cultural and civilizational accumulation of the Turkish Selçukler and Ottoman nationalized. This is where the Republic of Turkey is founded on this historical accumulation, cultural and civilizational values. The Sened Alliance, signed in 1808, I. Legitimate Assembly and the 1876 Constitution, II. The Legitimate Assembly and the 1909 Constitution and finally the opening of the Great National Assembly on 23 April 1920 and the 1921 Constitution were the building stones of this historical accumulation. The first article of the Constitution of 1921 states, “The rule of law is the rule of law.” Therefore, after the Turkish Military War, the abolition of the Ottoman sovereignty on November 1, 1922 and the Constitution of October 29, 1921, "Hominess is the nation's requirement. The rule of law is the rule of law, and the rule of law is the rule of law, and the rule of law is the rule of law. No one has denied the addition of the form-i government of the State of Turkey, the republic" (md.1) and the election of the General Commander of the National Struggle Gazi Mustafa Kemal Pasha to the State of the Republic of Turkey "Reis-i Republic". In this study, the elections of Mustafa Ismet Inönü, the second president of the Republic of Turkey, on November 11, 1938, will be examined three times after the "Ebedi Chef" was elected to the Republic of Reis, from the first time he was elected President on October 29, 1923, until November 10, 1938. The main source of the study will be parliamentary documents, periodic newspapers and research.
