Bir Yurttaşlık Boyutu Olarak Politik Okuryazarlık Açısından Türkiye’de Sosyal Bilgiler Dersi

Politik okuryazarlık becerisi, özellikle Crick Raporu ile, günümüz dünyasının etkin ve katılımcı yurttaşları olabilmek için sahip olunması gereken en önemli becerilerden biri olarak görülmektedir. Bu durum yurttaşlık eğitiminde kullanılan öğretim programlarında da kendini göstermektedir. Nitekim bu beceri, 2018 yılında güncellenen ve Türkiye’de vatandaşlık eğitiminde oldukça önemli bir rolü olan Sosyal Bilgiler Dersi Öğretim Programı’nda öğrencilere doğrudan kazandırılması istenilen becerilerden birisi olmuştur. Politik okuryazarlığın öğrenciler tarafından etkili bir şekilde kazanımı için başta öğretmenler ve ders materyallerinin önemi oldukça büyüktür. Bu nedenle yapılan bu çalışmada, politik okuryazarlık becerisinin sosyal bilgiler dersi öğretim programına, ders kitaplarına ne şekil yansıtıldığının belirlenmesi, 2023 Eğitim Vizyonunun ve Milli Eğitim Temel Kanunun politik okuryazarlık kavramları yönünden incelenmesi ve politik okuryazarlığın sosyal bilgiler dersinin yeterliliğinin sosyal bilgiler öğretmenleri tarafından ne şekilde değerlendirildiğinin ortaya konulması amaçlamıştır. Nitel ve nicel yöntemlerin birlikte kullanıldığı çalışmada incelenen dokümanların genel olarak temel insan hakları, ulusal ve uluslararası kurumlar, ekonomi, katılım (demokratik, sosyal, politik), toplumsal sorunlar/konular, politika açısından yeterli kavrama yer vermişken çok kültürlülük, barışçıl protesto/eylem bilgisi, çıkar/baskı grupları açısından çok az kavrama yer verildiği veya hiç verilmediği görülmüştür. İncelenen dokümanlardan sosyal bilgiler dersi öğretim programı ve ders kitaplarının politik okuryazarlıkla ilişkilendirilebilecek daha zengin bir içeriğe sahipken 2023 Eğitim Vizyonunun ve Milli Eğitim Temel Kanunun doğası gereği daha az içeriğe sahip olduğu belirlenmiştir. Sosyal bilgiler öğretmenlerinin bir bütün olarak değerlendirdiği sosyal bilgiler dersinin ise politik okuryazarlık açısındasın yeterli olduğu sonucuna ulaşılmıştır.

Political Literature in Turkey as a Citizenship Dimension

Political literature skills, especially with the Crick Report, are seen as one of the most important skills you need to possess in order to be effective and participating citizens of today’s world. This also shows itself in the educational programs used in citizenship education. In fact, this skill has been one of the skills required to be provided directly to students in the Social Information Course Teaching Program, which was updated in 2018 and played a very important role in citizenship education in Turkey. The importance of teachers and teaching materials in the first place is quite high for the student’s effective gain of political literature. Therefore, this study aimed at determining what the form of political literature skills are reflected in the social information curriculum, in the curriculum books, the study of the 2023 Education Vision and the National Education Basic Law in the direction of political literature concepts and the discovery of how the social information curriculum of political literature is assessed by social information teachers. The documents studied in the study in which qualitative and quantitative methods were used together included in general basic human rights, national and international institutions, economics, participation (democratic, social, political), social issues/themes, policy, but in terms of multiculturality, peaceful protest/action knowledge, interest/pressure groups were included or were not given. From the reviewed documents, the social information curriculum and the curriculum books have a richer content that can be linked to political literature while the 2023 Education Vision and the National Education Basic Law have less content due to the nature. The social information lesson that the teachers assess as a whole has come to the conclusion that the social information lesson is sufficient in terms of political literature.

Political literacy is one of the most critical skills to be possessed to be effective and participatory citizens of today's world, especially with the Crick Report. This situation also shows itself in the curricula used in citizenship education. As a matter of fact, this skill has been required to be gained directly by the students in the Social Studies Curriculum, which was updated in 2018 and has a crucial role in citizenship education in Turkey. Teachers and course materials are of great importance for students' effective use of political literacy skills. Therefore, in this study, it was aimed to determine how political literacy skill is reflected in the social studies curriculum and textbooks; examine the 2023 Education Vision and the National Education Basic Law in terms of political literacy concepts and evaluate the opinions of social studies teachers about the adequacy of social studies course in terms of political literacy education. In the study, in which qualitative and quantitative methods were used together, it was seen that the documents examined sufficiently included concepts in terms of fundamental human rights, national and international institutions, economy, participation (democratic, social, political), and social problems/issues, and politics. However, little or no concepts are included regarding multiculturalism, peaceful protest/action knowledge, and interest/pressure groups. The documents examined determined that while the social studies course curriculum and textbooks have richer content associated with political literacy, the 2023 Education Vision and the National Education Basic Law have less content due to their nature. It was concluded that the social studies course, which the social studies teachers evaluated as a whole, was satisfactory regarding political literacy.
