Türk siyasal yaşamında demokrasinin gelişimi açısından parlamentoda kadın temsiliyetinin varlığı ve etkisi önemlidir. Bu varlık ve etki, meşrutiyet döneminin ilk tohumlarını attığı ancak Cumhuriyet döneminin adını koyduğu ve geliştirdiği önemli bir kazanımdır. Meşrutiyet’ten Cumhuriyet’e geçiş süreci pek çok alanda anayasal sistemin temellerini atmış, özellikle demokratik ve ulusal egemenliğe dayalı bir yönetim anlayışı tesis etmiştir. Bu dönemde yapılan köklü değişiklikler, bir taraftan halkın iktidara katılımını aşamalı olarak sağlamış diğer taraftan da anayasal ve parlamenter yapının uygulanmasına olanak tanıyan bir düzenlemeye ortam hazırlamıştır. Bu noktada Batı demokrasilerinden önde ve farklı olarak 1934 yılı ve sonrasında alınan bazı kararların bir ulusal temsiliyetin oluşmasına olanak sağlamış olduğu anlaşılmaktadır. Zira bu kararlar kadına seçme ve seçilme hakkının tanınması yönünde kendini göstermiştir. Bu bağlamda söz konusu çalışma, Türk siyasal yaşamında kadının parlamento yaşamındaki yeri, konumu, sahip olduğu hakları ve siyasal yaşamdaki temsiliyet durumunu, kısaca belirlenen tarih aralığında mercek altına almayı hedeflemektedir. Bu amaç çalışmanın ana hedefidir. Çalışmanın esas aldığı tarih aralığı ise Türkiye Cumhuriyeti’nin parlamento tarihinde tek partili dönem olarak bilinen ve kadına ilk siyasal hakların verildiği CHF ile çok partili yani DP sürecidir. Dolayısıyla bu sayede bahsi geçen iki dönemde milletvekili olarak faaliyet göstermiş kadın milletvekillerinin daha önce kendileri ile ilgili yapılmış olan biyografi ya da meclis faaliyetlerini ortaya koyan çalışmalardan farklı olarak CHF-DP dönemleri çerçevesinde mecliste mevcudiyet ve etkilerinin karşılaştırmalı analizi yapılacaktır.
The presence and influence of women’s representation in parliament is important in the political life of Turkey in terms of the development of democracy. This existence and influence is an important achievement that the first seeds of the period of legitimacy were thrown, but the period of the Republic was named and developed. The process of transition from legitimacy to republic has set the foundations of the constitutional system in many areas, and has established a democratic and national sovereignty-based governance concept. The radical changes made during this period have, on the one hand, provided the progressive participation of the people in power and on the other hand, prepared the environment for a regulation that enables the implementation of the constitutional and parliamentary structure. At this point it is clear that some decisions taken before and differently from the Western democracies in 1934 and after enabled the formation of a national representation. These decisions show themselves in the direction of the recognition of the right to vote and to be elected. In this context, the study aims to focus on the place, position, rights and representation of the woman in the parliamentary life in the Turkish political life within a briefly defined period of time. This is the main objective of work. The historical range based on the study is the multi-party process, which is known as the one-party period in the history of the Republic of Turkey and the first political rights given to the woman with the CHF. Therefore, the comparative analysis of the presence and effects of the parliamentary members who have been active as parliamentaries in the previous two periods will be carried out in the framework of the CHF-DP periods, unlike the biography or studies that reveal the parliamentary activities that have previously been carried out on them.
