Abstract:

Birinci Büyük Millet Meclisi Türk Milletini temsilen Milli Mücadele’yi gerçekleştirmek üzere kurulmuştur. Meclis, milletin her kesimini temsil etmesi bakımından demokratik bir Meclis’tir. Birinci Meclis 23 Nisan 1920 tarihinde açılmış ve 16 Nisan 1923’te çalışmalarını sonlandırmıştır. Birinci Meclis, kahraman, çalışkan, milli, idealist, demokratik, fedakâr ve olağanüstü şartlarda kurulan bir meclistir. Milli mücadelenin kazanılmasında büyük bir rol oynamış, ülkeyi işgallerden kurtarmış ve Milli egemenlik kavramını bir siyasal irade olarak ortaya koymuştur. Birinci Meclise yurdun dört bir tarafından katılan milletvekilleri vatanın kurtarılması tam bağımsızlığın sağlanması için fikir ve amaç birliği yapmışlardır. Birinci Meclisin yapısı, yasama görevi ve milletvekillerin faaliyetleri Türk Parlamento Tarihi açısından oldukça önemlidir. Yozgat ve ilçelerinde yaşayan halk Milli Mücadeleye başından beri destek vermişler, birinci Meclise yedi milletvekili göndermek suretiyle de desteklerini açıkça ortaya koymuşlardır. Bu milletvekilleri Meclisin çalıştığı süre içerisinde yasama faaliyetlerine aktif olarak katılmışlardır. Bu Mecliste alınan kararlarda milletin menfaatlerini ve ülkenin kurtuluşunu hep ön planda tutmaya özen gösteren milletvekillerinden biri de mecliste dört dönem milletvekilliği yapmış Yozgat Milletvekili Süleyman Sırrı Bey’dir. Süleyman Sırrı Bey, hem ülkenin hem de bölgenin sorunlarına yönelik yapmış olduğu çalışmaları ile Meclis faaliyetlerinde önemli izler bırakmıştır. Süleyman Sırrı Bey verdiği kanun teklifleri, takrir ve Meclis kürsüsünden yapmış olduğu konuşmalar ile ülkenin içerisinde bulunduğu bu zor günlerde üzerine düşen görevi layıkıyla yerine getirmeye çalışmıştır. Abstract: First Grand National Assembly of Turkey was established to carry out War of Independence on behalf of Turkish Nation. The Assembly is a democratic Assembly which represents every part of the nation. First Assembly opened on 23rd April 1920 and ended its work on 16th April 1923. First Assembly is an assembly which is heroic, hard-working, national, idealist, democratic, self-sacrificing and established in extraordinary conditions. It played a big role in winning of the war of independence, liberated country from invasions and presented the concept of National sovereignty as a political will. The deputies of the First Assembly, who are participated from all over the country, unionized on ideas and purposes for providing total independence. The structure, legislative duty and deputies activities of the First Assembly is highly important in terms of History of the Turkish Parliament. The people living in Yozgat and its districts have supported the war of independence since the beginning, and they revealed their support clearly with sending seven deputies to first Assembly. These deputies were actively participated in legislative activities during the Assembly’s service. One of the deputies who have always kept the interests of the nation and the emancipation of the country prioritize in this Assembly is the Yozgat deputy Süleyman Sırrı Bey, who has been a deputy of parliament for four terms. Süleyman Sırrı Bey has left important traces in the activities of the Assembly with his studies of the problems of both the country and the region. Süleyman Sırrı Bey has tried to fulfill his duty on these difficult days in the country with the proposals of the law, the motions and speeches made in the Assembly’s seat.
