1980’lerden sonra kamu yönetiminde yeni bir yönetim anlayışının ortaya çıkışında etkili olan sebeplerden biri, kamu sektörüne karşı duyulan güvenin giderek azalmasıdır. Kamu yönetimine karşı ortaya çıkan bu güven krizinin aşılması ve kamu yönetiminde dürüstlüğün sağlanması için kullanılan anahtar kelimelerden ilki, hesap verebilirlik ikincisi ise etiktir. Bu kavramların ikisi de birer kontrol biçimidir; kişilerin ve kurumların sorumluluğunu geliştirmeyi amaçlar. Etik, kişinin içindeki kontrolü ve sorumluluğu; hesap verebilirlik ise dıştan kişiye yönelik bir denetim sürecini anlatır. Bu çalışmanın temel amacı, hesap verebilirlik ve etik kavramları arasındaki ilişkiyi ortaya koymak ve bu kavramların kamu yönetiminin dürüstlüğünü sağlamadaki rollerini değerlendirmektir.
One of the reasons that influenced the emergence of a new understanding of governance in public administration after the 1980s is the increasingly decreased confidence in the public sector. The first of the keywords used to overcome this trust crisis that arises against the public administration and to ensure fairness in the public administration, and the second, accountability is ethical. Both of these concepts are one form of control; they aim to improve the responsibility of individuals and institutions. Ethics describes the control and responsibility of the person within; and accountability describes the process of control from the outside to the person. The main objective of this study is to reveal the relationship between accountability and ethical concepts and to evaluate the role of these concepts in ensuring the honesty of public administration.
