Today, with the rapid increase in international trade, SMEs (Small and Medium Enterprises) are of great importance for both developed and developing countries. As in the world, SMEs play a significant role in the economy in Turkey. Development and stability of SMEs are of great importance in the sustainable development of the national economy. However, as in other countries, SMEs in Turkey are faced with various problems. These problems include lack of infrastructure, inadequate utilization of financial tools, and inadequate financial management. SMEs are supported by public institutions in order to reduce these problems. In this study, the general funding sources of SMEs in Turkey and support programs provided to SMEs by the government are explained in detail. A survey was held with 168 SMEs operating in Adıyaman and Gaziantep provinces in order to investigate to what extent they benefit from state subsidies and their reasons for not benefiting from them. As a result of the survey, it can be seen that SMEs have not benefited sufficiently from the types of financing instruments available, and while the rate of benefiting from state subsidies is not low, it has not reached the expected level. In addition, 91.2% of businesses have indicated that they have not benefited from state subsidies and incentives by stating at least one reason.
