Subcontracted work which is a kind of flexible work is considered as a form of employment synonymous with insecurity. Organizations could make interventions in the number of labor, depending on market conditions. This study aimed to evaluate the subcontractor working in the context of their role in the state's industrial relations.. State is to act as regulators, arbitrator and employers in the industrial relations. The roles of the state have been covered under the following captions; lack of job security of subcontract employees and being unable to join trade unions- under regulation role of the state; ignored opinions of trade unions who are significant players of industrial relations on subcontracting work, under arbitration role of the state; the state having more subcontractor workers compared to the private sector has been criticized under employer role of the state
