Social policies should be implemented as a welfare state requires the improvement of conditions of disadvantaged groups in society. The election manifesto of the state consists of information where they want to do if they came to power, the promises of political parties who aspire to manage a specific period of time. In this study, general election of Turkey on 7 July in 2005, Justice and Development Party (AKP) entered as the ruling party, and as the main opposition Republican People's Party (CHP)'s election promises on social policies has been evaluated in a comparative way. It is understood that election manifesto in the context of social policies is given more the poor, young people, women and unemployment ıssues. For the survival of the state, declaration of election must be established to cover the longterm plans rather than understanding "Save the day". In particular election promises concerning social assistance should not be created to select only affect the preferences of voters, assistance also should not provide opportunities for conveyor laziness. In this case, it should not be forgotten that it would have a destructive effect on the work of peace. In addition, some statistical data used to convince voters was differentially expressed by main opposition party and the ruling party
