Abstract:

After the oil crisis in the 1970s with the collapse of the welfare state, the traditional concept of public administration began to be questioned and left its place to the New Public Management which projects flexible organizational structure, decentralized, transparent and accountable minimal state. This understanding first began with the work of British Prime Minister Margaret Thatcher and US President Ronald Reagan, and later influenced over other countries by waves and reform efforts. The new understanding of public administration has led to radical reforms in the public sector. Local governments are at the forefront of these reforms. Within this context, this study aims to analyze the high correlation between the New Public Management and decentralisation in the perspective on local governments. This study, which the data obtained from domestic and foreign sources with the movement of literature review were provided. Where new public administration and local government relations are examined, a comparative analysis is made by examining the basic characteristics of the two structures. As a result of the research, it is revealed that the relationship between the new public administration and the local administrations is a parallel relation.
